1. No roadway shall be less than twenty-six (26) feet in width if automobile parking is not permitted on the<br />

roadway; not less than thirty-two (32) feet if automobile parking is allowed on one (1) side <strong>of</strong> the roadway and not<br />

less than forty (40) feet in width if automobile parking is permitted on both sides <strong>of</strong> a roadway.<br />

2. There shall be rolled concrete curbs and gutter installed on both sides <strong>of</strong> the roadway in accordance with<br />

standards established by the Public Works Department.<br />

3. The roadways shall be paved according to standards established by the Public Works Department.<br />

E. LIGHTING. Internal roadways and walkways shall be lit using low-intensity lighting directed away from<br />

surrounding residential uses.<br />

F. LANDSCAPING REQUIREMENTS.<br />

1. Wall, fence or screen. An ornamental wall, fence or screen planting acceptable to the Planning<br />

Commission and not less than six (6) feet in height shall be erected and maintained along the side and rear boundaries<br />

<strong>of</strong> a mobilehome or permanent recreational vehicle park. Where, in the opinion <strong>of</strong> the Planning Commission, it is<br />

unreasonable to require a wall, fence or screen planting due to the nature <strong>of</strong> the existing topography or other existing<br />

conditions that might render such wall, fence or screen ineffective, the Commission, at its discretion, may waive or<br />

modify the requirements as specified in this Section.<br />

2. Ornamental planting. Ornamental planting at least six (6) feet in depth along the full width <strong>of</strong> the front<br />

<strong>of</strong> the mobilehome or permanent recreational vehicle park property, and acceptable to the Architectural Board <strong>of</strong><br />

Review, or the Historic Landmarks Commission if the property is located within El Pueblo Viejo Landmark District<br />

or another landmark district or if the structure is a designated <strong>City</strong> Landmark, shall be installed and maintained<br />

whether or not the property fronts along a public street. An ornamental wall or fence may be erected in conjunction<br />

with the above-mentioned ornamental planting, but shall not take the place <strong>of</strong> said ornamental planting.<br />

3. Street trees and parkway planting. Street trees and parkway planting shall be installed and maintained<br />

along the full width <strong>of</strong> the front <strong>of</strong> the mobilehome or permanent recreational vehicle park property when said<br />

property fronts on a public street. All trees and plants installed within the street right-<strong>of</strong>-way shall be approved by the<br />

Parks Department.<br />

G. GUEST PARKING. Guest parking shall be provided in accordance with Section 28.90.100.7 <strong>of</strong> this <strong>Code</strong>.<br />

H. LAUNDRY FACILITIES. Common laundry facilities shall be provided. Such facilities shall consist <strong>of</strong> one<br />

(1) automatic washer and one (1) dryer for each ten (10) mobilehome or recreational vehicle spaces or fraction<br />

there<strong>of</strong>. In such cases where the applicant can demonstrate that this standard cannot or should not reasonably be met,<br />

this standard may be modified by the Planning Commission. (Ord. 4851, 1994; Ord. 4269, 1984.)<br />

28.94.045 Standards for Mobilehome and Permanent Recreational Vehicle Spaces.<br />

The following standards shall apply to any newly constructed mobilehome or permanent recreational vehicle park.<br />

A. SPACE DIMENSIONS. Each mobilehome and recreational vehicle space shall be a minimum <strong>of</strong> twenty-six<br />

(26) feet wider and ten (10) feet longer than the mobilehome or recreational vehicle placed in that space.<br />

B. SPACE SETBACKS. Each mobilehome and recreational vehicle space shall have a minimum side setback<br />

<strong>of</strong> not less than three (3) feet and a front and rear setback <strong>of</strong> not less than five (5) feet.<br />

C. LOT COVERAGE. In no case shall the area <strong>of</strong> a mobilehome or recreational vehicle space occupied by a<br />

mobilehome, recreational vehicle, cabana, carport, ramada or any accessory structure or awnings or combination<br />

there<strong>of</strong> exceed sixty percent (60%) <strong>of</strong> the total area <strong>of</strong> that space.<br />

D. ONE (1) MOBILEHOME OR RECREATIONAL VEHICLE PER SPACE. Not more than one (1)<br />

mobilehome or recreational vehicle shall be allowed on any mobilehome or recreational vehicle space.<br />

E. DISTANCE BETWEEN STRUCTURES. The minimum distance required between mobilehomes or<br />

recreational vehicles and a building, or between mobilehomes or recreational vehicles and other mobilehomes or<br />

recreational vehicles shall be as established by Section 18611 <strong>of</strong> the California Health and Safety <strong>Code</strong>, as amended<br />

from time to time.<br />

F. OBSTRUCTIONS. No obstruction <strong>of</strong> any kind shall be erected, placed or maintained on or about the<br />

mobilehome or recreational vehicle space which would impede the movement <strong>of</strong> a mobilehome or recreational<br />

vehicle to or from a space or prevent inspection <strong>of</strong> plumbing or electrical facilities.<br />

G. OPEN SPACE. All mobilehome and recreational vehicle parks and spaces shall meet the minimum open<br />

space requirements <strong>of</strong> the zone in which the development is proposed.<br />

H. PAD AND SURFACE. Each mobilehome and recreational vehicle shall be placed on a pad at least large<br />

enough to cover the entire area underneath any mobilehome or recreational vehicle placed thereon. Each such pad<br />

shall be surfaced with asphaltic concrete <strong>of</strong> minimum thickness <strong>of</strong> two inches, or an equivalent surfacing material to<br />

the length and width <strong>of</strong> the mobilehome or recreational vehicle placed on the space. There shall be provided on each<br />

mobilehome and recreational vehicle space a concrete patio <strong>of</strong> at least one hundred forty (140) square feet in area, and<br />

in no event less than nine (9) feet in width.<br />

I. PARKING. Parking shall be provided in accordance with Section 28.90.100.7 <strong>of</strong> this <strong>Code</strong>.<br />

J. SKIRTING. The underneath <strong>of</strong> all mobilehomes and recreational vehicles shall be enclosed from the bottom<br />

<strong>of</strong> the mobilehome or recreational vehicle to the ground with a solid metal skirt, wood skirt, block wall or equivalent<br />

material approved by the Community Development Director. (Ord. 5459, 2008; Ord. 4269, 1984.)<br />
