B. AUTHORITY OF PUBLIC WORKS DIRECTOR – PARKING OF RECREATIONAL VEHICLES.<br />

In accordance with the authority provided by state Vehicle <strong>Code</strong> Section 22507, the Public Works Director, upon the<br />

advice <strong>of</strong> the Chief <strong>of</strong> Police, may designate those streets or portions <strong>of</strong> streets (including specific block faces) within<br />

the <strong>City</strong> where it is necessary to prohibit or restrict the stopping, standing, or parking <strong>of</strong> Recreational Vehicles in<br />

order to decrease parking by an excessive number <strong>of</strong> such vehicles and to provide for the public health and safety,<br />

provided that the streets or street block faces so designated are located within five hundred (500) feet <strong>of</strong> at least one<br />

<strong>of</strong> the following land uses:<br />

1. any School or Educational Institution;<br />

2. any Child Care Center, Family Day Care Home, or Group Home;<br />

3. any park, public library, or museum open to the public;<br />

4. any community center or social service center, public or private;<br />

5. any <strong>City</strong> or nonpr<strong>of</strong>it recreational facility;<br />

6. any Community Care Facility, Skilled Nursing Facility, health care facility, or hospital;<br />

7. any homeless shelter;<br />

8. any church or other religious facility;<br />

9. any designated safe route to schools.<br />

C. NOTICE OF RESTRICTIONS. When signed or marked in accordance with state Vehicle <strong>Code</strong><br />

requirements, no person shall stop, stand, or park a Recreational Vehicle in or on any street, portion <strong>of</strong> street or block<br />

face so designated generally (where designated) or in violation <strong>of</strong> any hourly restrictions so signed or marked.<br />

D. MEASUREMENT OF DISTANCE. For the purposes <strong>of</strong> this Section, distance shall be measured in a<br />

straight line, without regard to intervening structures or objects, and shall be based on property lines or street right-<strong>of</strong>way<br />

lines.<br />

E. DEFINITIONS. Capitalized terms used herein shall be construed and applied as defined by Title 28 <strong>of</strong> the<br />

<strong>Santa</strong> <strong>Barbara</strong> <strong>Municipal</strong> <strong>Code</strong>. (Ord. 5475, 2008.)<br />

10.44.210 Parking <strong>of</strong> Vehicles Used for Transportation <strong>of</strong> Property for Hire.<br />

No person shall park or stand any vehicle or wagon used or intended to be used in the transportation <strong>of</strong> property<br />

for hire on any street while awaiting patronage for such vehicle or wagon without first obtaining a written permit to<br />

do so from the <strong>City</strong> Council which shall designate the specific location where such vehicle may stand. (Ord. 2713<br />

§1(part), 1959; prior <strong>Code</strong> §31.101.)<br />

10.44.250 Preferential Parking for Sight-seeing Buses - Generally.<br />

Upon written application made and upon good and sufficient cause shown to the <strong>City</strong> Council a preferential right<br />

to a definite parking space on any street in the <strong>City</strong>, <strong>of</strong> not to exceed thirty-five feet (35') in length, shall be allotted to<br />

any applicant so applying, for such applicant's exclusive use, and to the use <strong>of</strong> which such applicant shall by such<br />

allotment be exclusively entitled as against all persons except the <strong>City</strong> during such hours as the Council may so allot.<br />

In parking any automobile motor vehicle being used commercially by such applicant as a public sight-seeing bus<br />

operating as a common carrier <strong>of</strong> human passengers, from such parking place for at least six (6) days out <strong>of</strong> each<br />

week over a regular and fixed route or itinerary in whole or in part within the <strong>City</strong>; provided, however, that no such<br />

preferential parking privilege shall be granted by the Council except upon such applicant's reasonably satisfying the<br />

Council that the applicant intends, if granted such a preferential parking privilege, to operate such bus over such route<br />

at least six (6) days out <strong>of</strong> each week for not less than twelve (12) consecutive weeks <strong>of</strong> time. (Ord. 2713 §1(part),<br />

10.44.260 Sight-seeing Buses - Curb Markings.<br />

Any preferential parking space allotted under the provisions <strong>of</strong> this section shall be designated by having the curb<br />

length alongside which the same is allotted painted "sight-seeing bus stop" in letters at least four inches (4") in height,<br />

for and prior to the painting <strong>of</strong> which applicant shall pay the <strong>City</strong> the sum <strong>of</strong> five dollars ($5.00) to cover the cost <strong>of</strong><br />

painting. The Transportation Engineer shall cause the painting to be done within three (3) days' time from the<br />

granting <strong>of</strong> the preferential parking privilege to be so designated and no grant <strong>of</strong> any preferential parking privilege<br />

shall be <strong>of</strong> any force or effect until the parking space there<strong>of</strong> shall be so marked. (Ord. 2713 §1(part), 1959; prior<br />

10.44.270 Sight-seeing Buses - Termination <strong>of</strong> Parking Privilege.<br />

Every preferential parking privilege allowed upon application made under the provisions <strong>of</strong> Sections 10.44.240 -<br />

10.44.260 shall be terminable by the Council either upon or without good cause being shown therefor to the Council.<br />
