28.57.110 Signs.<br />

Signs shall be permitted in this zone only as provided in the Sign Ordinance <strong>of</strong> the <strong>City</strong> <strong>of</strong> <strong>Santa</strong> <strong>Barbara</strong>. (Ord.<br />

28.57.130 Development Plan Approval.<br />

Development plan review and approval by the Planning Commission are sometimes required by Section 28.87.300<br />

<strong>of</strong> this <strong>Code</strong>. (Ord. 4140, 1982; Ord. 3710, 1974; Ord. 3531, 1972.)<br />

28.57.131 Development Potential.<br />

Notwithstanding any provision <strong>of</strong> law to the contrary, no application for a land use permit for a nonresidential<br />

construction project will be accepted or approved on or after December 6, 1989 unless the project complies with the<br />

provisions outlined in General Provisions, Development Plan Approval, Section 28.87.300. (Ord. 4670, 1991.)<br />

28.60.200 Landscaping Requirements.<br />

Land classified in a C-X Zone shall also be classified in another zone and the following regulations shall apply to<br />

the C-X Zone unless otherwise provided in this chapter; provided, however, that any area classified as a C-X Zone<br />

prior to May 11, 1967, shall remain so classified until an underlying zone shall have been applied to such previously<br />

existing C-X Zone. (Ord. 3710, 1974; Ord. 2585, 1957.)<br />

28.60.005 Legislative Intent.<br />

It is the intent <strong>of</strong> this chapter to permit uses in the C-X Zone <strong>of</strong> the type described below at which the level and<br />

intensity <strong>of</strong> activity is commensurate with that <strong>of</strong> the surrounding residential area and the basic zone in which the site<br />

is located. The intensity <strong>of</strong> activity <strong>of</strong> a C-X facility may be considered to be directly related to the number <strong>of</strong><br />

persons and vehicles traveling to and from the site during a given period <strong>of</strong> time. The appropriate maximum level <strong>of</strong><br />

activity for a C-X site will vary considerably depending upon the location <strong>of</strong> the site, the basic zone category, access<br />

to appropriate collector and arterial streets and other similar factors. It is intended that the Planning Commission<br />

shall make the determination that the level <strong>of</strong> activity proposed for a C-X site is appropriate. (Ord. 3710, 1974; Ord.<br />

28.60.030 Uses Permitted.<br />

1. Research and development establishments and related administrative operations; provided that no<br />

manufacturing is permitted in a C-X Zone and further provided that such uses or operations are not hazardous,<br />

<strong>of</strong>fensive or obnoxious by reason <strong>of</strong> the emission <strong>of</strong> odor, dust, heat, glare, gas fumes, smoke, vibrations,<br />

electromagnetic or other radiation resulting in radio or television interference, or by reason <strong>of</strong> the storage or disposal<br />

<strong>of</strong> waste materials or other products <strong>of</strong> such operations.<br />
