28.94.050 Overnight Recreational Vehicle Parks.<br />

The construction or expansion <strong>of</strong> an overnight recreational vehicle park, as that term is defined in Section<br />

28.04.565 <strong>of</strong> this <strong>Code</strong>, may be permitted in P-D, C-P, C-L, C-1, C-2, C-M and R-4 zones upon the granting <strong>of</strong> a<br />

conditional use permit subject to the requirements <strong>of</strong> this section and Sections 28.94.055, 28.94.060 and 28.94.065.<br />

28.94.055 Overnight Recreational Vehicle Park Standards.<br />

The following standards shall apply to the construction <strong>of</strong> a new overnight recreational vehicle park or the<br />

expansion <strong>of</strong> an existing park in the <strong>City</strong>.<br />

A. TEMPORARY USE. No overnight recreational vehicle park shall be occupied for more than thirty (30) days<br />

within a 60 day period by any park guest, nor shall any recreational vehicle space be occupied by other than a<br />

recreational vehicle or tent, except that a mobilehome, apartment or other dwelling unit may be located in the park for<br />

residential use by one park manager or caretaker and his family.<br />

B. MINIMUM SIZE. Any overnight recreational vehicle park developed under these provisions shall be<br />

located on a site <strong>of</strong> not less than two (2) acres.<br />

C. DENSITY. Maximum density in an overnight recreational vehicle park shall not exceed thirty (30)<br />

recreational vehicle spaces per acre.<br />

D. SETBACKS. All recreational vehicles, buildings, and other structures shall be set back a minimum <strong>of</strong><br />

twenty (20) feet from any street right-<strong>of</strong>-way and a minimum <strong>of</strong> ten (10) feet from any interior lot line, except that an<br />

ornamental screen wall or fence may be constructed within the setback area.<br />

E. LANDSCAPING AND SCREEN PLANTING.<br />

1. An ornamental wall, fence or screen planting acceptable to the Planning Commission and not less than<br />

six (6) feet in height shall be erected and maintained along the side and rear boundaries <strong>of</strong> an overnight recreational<br />

vehicle park. Where, in the opinion <strong>of</strong> the Planning Commission, it is unreasonable to require a wall, fence or screen<br />

planting due to the nature <strong>of</strong> the existing topography or other existing conditions that might render such wall, fence or<br />

screen ineffective, the Commission, at its discretion, may waive or modify the requirements as specified in this<br />

Subsection.<br />

2. Ornamental planting, acceptable to the Architectural Board <strong>of</strong> Review, or the Historic Landmarks<br />

Commission if the property is located within El Pueblo Viejo Landmark District or another landmark district or if the<br />

structure is a designated <strong>City</strong> Landmark, shall be installed and maintained in all setback areas. Along the front<br />

property line, an ornamental wall or fence may be erected in conjunction with the above-mentioned ornamental<br />

planting.<br />

3. Street trees and parkway planting shall be installed and maintained along the full width <strong>of</strong> the front <strong>of</strong> the<br />

overnight recreational vehicle park property when said park fronts on a public street. All trees and plants within the<br />

street right-<strong>of</strong>-way shall be approved by the Parks Department.<br />

F. INTERNAL ROADWAY WIDTH. Internal roadways shall provide direct access to each recreational<br />

vehicle space and shall be provided in such a pattern as to provide convenient and safe traffic circulation within the<br />

overnight recreational vehicle park. Such roadways shall be built to the following standards:<br />

1. No roadway shall be less than twenty (20) feet in width if automobile parking is not permitted on the<br />

roadway, not less than twenty-six (26) feet if automobile parking is allowed on one (1) side <strong>of</strong> the roadway only, and<br />

not less that thirty-two (32) feet in width if automobile parking is allowed on both sides <strong>of</strong> the roadway.<br />

2. The roadways shall be paved according to standards established by the Public Works Department.<br />

3. There shall be rolled concrete curbs and gutters installed on both sides <strong>of</strong> the roadway in accordance<br />

with standards established by the Public Works Department.<br />

G. RECREATIONAL FACILITIES. Recreational facilities may be provided as part <strong>of</strong> the recreational vehicle<br />

park. If said facilities are constructed, they shall be available for use only by the occupants and their guests.<br />

H. GUEST PARKING. Guest parking shall be provided in accordance with Section 28.90.100.9 <strong>of</strong> this <strong>Code</strong>.<br />

I. LAUNDRY FACILITIES. Shall be required in the park at a ratio <strong>of</strong> one (1) washer/dryer combination per<br />

ten (10) recreational vehicle spaces or fraction there<strong>of</strong>.<br />

J. LIGHTING. Internal roadways and walkways shall be lit using low-intensity lighting directed away from<br />

surrounding uses. (Ord. 4851, 1994; Ord. 4269, 1984.)<br />

28.94.060 Standards for Overnight Recreational Vehicle Spaces.<br />

The following standards shall apply to any newly constructed overnight recreational vehicle space:<br />

A. SPACE DIMENSIONS. Recreational vehicle spaces shall be a minimum <strong>of</strong> sixteen (16) feet wide and fifty<br />

(50) feet long.<br />

B. SETBACKS. Each recreational vehicle space shall have a minimum setback <strong>of</strong> not less than three (3) feet on<br />

all sides.<br />

C. LOT COVERAGE. In no case shall the area <strong>of</strong> a recreational vehicle space occupied by a recreational<br />

vehicle, automobile, storage locker or any accessory structure or awnings or combination there<strong>of</strong> exceed seventy-five<br />

percent (75%) <strong>of</strong> the total space area.<br />
