10.48.070 Standing in Passenger Loading Zone.<br />

No person shall stop, stand or park a vehicle in any passenger loading zone for any purpose other than the loading<br />

or unloading <strong>of</strong> passengers for such time as is specified in Section 10.48.050. (Ord. 2713 §1(part), 1959; prior <strong>Code</strong><br />

§31.86.)<br />

10.48.080 Standing in any Alley.<br />

No person shall stop, stand or park a vehicle for any purpose other than the loading or unloading <strong>of</strong> persons or<br />

materials in any alley. (Ord. 2713 §1(part), 1959; prior <strong>Code</strong> §31.88.)<br />

10.48.085 Repair <strong>of</strong> Vehicles in Street.<br />

No person shall keep any vehicle upon a public street right-<strong>of</strong>-way for the purpose <strong>of</strong> overhaul or repair <strong>of</strong> such<br />

vehicle. Emergency repairs to any vehicle requiring less than two (2) hours to complete are excepted from this<br />

section. (Ord. 3319 §1, 1968.)<br />

10.48.090 Bus Zones to be Established.<br />

A. Transportation Engineer. The Transportation Engineer is authorized to establish bus loading zones adjacent<br />

to the curb for the purpose <strong>of</strong> loading and unloading <strong>of</strong> buses and bus layover zones for the purpose <strong>of</strong> parking<br />

standby buses. The Transportation Engineer is further authorized to determine the location and dimensions <strong>of</strong> such<br />

zones.<br />

B. Definition. The word "bus" as used in this section means any motor bus, motor coach, trackless trolley<br />

coach, or passenger stage used as a common carrier <strong>of</strong> passengers.<br />

C. Dimensions. No bus loading zone shall exceed sixty feet (60') in length except that when satisfactory<br />

evidence has been presented to the Transportation Engineer showing the necessity therefor, the Transportation<br />

Engineer may extend bus loading zones not to exceed a total length <strong>of</strong> one hundred sixty feet (160').<br />

D. Bus Loading Zone - Marking. Bus loading zones shall be marked to indicate that they have been so<br />

designated. The Transportation Engineer shall approve the method <strong>of</strong> marking such zones with a sign or a red curb<br />

with letters stenciled in white.<br />

E. Bus Layover Zones - Marking. The Transportation Engineer shall mark bus layover zones by a sign which<br />

gives notice that stopping, standing or parking <strong>of</strong> vehicles is not permitted except for buses.<br />

F. Prohibition. No person shall stop, stand or park any vehicle except a bus in a bus loading zone or bus<br />

layover zone.<br />

G. School Bus Zones. Notwithstanding the other provisions in this section, the Transportation Engineer may<br />

designate certain bus loading zones as "school bus zones" and further designate certain hours <strong>of</strong> the day on certain<br />

days <strong>of</strong> the week during which no person shall stop, stand, or park any vehicle except a school bus in said zone. Said<br />

restrictions shall be posted on a sign in a manner easily visible to motorists. At all other times, persons may stop,<br />

stand, or park any vehicle in said zone. (Ord. 4080, 1980; Ord. 3688, 1974.)<br />

10.48.095 Idling <strong>of</strong> Parked Vehicles.<br />

Whenever the <strong>City</strong> Transportation Engineer shall determine the necessity for limitation on noise <strong>of</strong> operations <strong>of</strong><br />

standing or parked vehicles, or equipment on vehicles, on any street, alley, right <strong>of</strong> way, parking lot or parking<br />

structure open to public use, the Transportation Engineer shall erect signs or otherwise provide notice <strong>of</strong> limitation on<br />

such noise <strong>of</strong> operations <strong>of</strong> such standing or parked vehicles or equipment. Where such signs or notice is provided:<br />

A. No driver shall run or leave idling for a period <strong>of</strong> longer than three minutes the engine <strong>of</strong> any vehicle which<br />

is parked, standing, or stopped, on any street, alley, right <strong>of</strong> way, parking lot or parking structure open to public use;<br />

and<br />

B. No driver shall run or operate any equipment on standing or parked vehicles, or on vehicles stopped on any<br />

street, alley, right <strong>of</strong> way, parking lot or parking structure open to public use for a period <strong>of</strong> longer than three minutes.<br />

10.48.100 Taxicab Stands - Other Vehicles Using.<br />

It is unlawful for the owner or driver <strong>of</strong> any vehicle other than a taxicab or pedicab licensed by the <strong>City</strong> to stop,<br />

stand or park in any regularly established taxicab stand. (Ord. 5255, 2002; Ord. 2713 §1(part), 1959; prior <strong>Code</strong><br />

§31.90(part).)<br />
