M. PARKING POLICY. To promulgate parking policy with respect to Stearns Wharf tenants, Waterfront<br />

tenants, and their employees in conformance with existing leases and in order to maximize the availability <strong>of</strong> public<br />

parking.<br />

N. GENERAL. The primary duty <strong>of</strong> the Waterfront Director and his or her deputies and assistants shall be the<br />

enforcement <strong>of</strong> the law in or about the <strong>Santa</strong> <strong>Barbara</strong> Harbor, Harbor District, and Waterfront area, or when<br />

performing necessary duties with respect to patrons, employees, and properties <strong>of</strong> the <strong>Santa</strong> <strong>Barbara</strong> Harbor, Harbor<br />

17.08.020 Performance by Deputy or Assistant.<br />

Whenever a power is granted to, or duty is imposed upon, the Waterfront Director, the power may be exercised or<br />

the duty may be performed by a deputy, or assistant <strong>of</strong> the Waterfront Director, or by a person authorized, pursuant to<br />

law, by the <strong>City</strong> Administrator, unless this title expressly provides otherwise. (Ord. 4272, 1984; Ord. 4074, 1980;<br />

17.08.030 Additional Powers and Duties.<br />

The Waterfront Department shall be under the direction <strong>of</strong> the Waterfront Director. The Waterfront Director shall<br />

be subject to the control and general supervision <strong>of</strong> the <strong>City</strong> Administrator. All references in the <strong>City</strong> Charter, this<br />

<strong>Code</strong> or in any ordinance which refer to the position <strong>of</strong> Harbor Manager, Harbormaster or Harbor Director as the<br />

Department Head <strong>of</strong> the Waterfront Department, shall be deemed to refer to the Waterfront Director, provided that<br />

nothing herein shall be construed to change the salary <strong>of</strong> the Waterfront Director. (Ord. 4757, 1992; Ord. 4272, 1984;<br />

17.08.040 Carrying <strong>of</strong> Firearms.<br />

Subject to the approval <strong>of</strong> the Waterfront Director, the Harbormaster, the Harbor Patrol Supervisor, and Harbor<br />

Patrol Officers may carry firearms while engaged in the performance <strong>of</strong> their <strong>of</strong>ficial duties. Prior to carrying<br />

firearms, the Harbormaster, Harbor Patrol Supervisor and Harbor Patrol Officers must satisfactorily complete a<br />

training course in the carrying and use <strong>of</strong> firearms which meets the minimum standards prescribed by the<br />

Commission on Peace Officers Standards and Training. Once every ninety (90) days, Harbor Patrol Officers shall<br />

demonstrate their competency in handling firearms in a manner satisfactory to the Chief <strong>of</strong> Police. Upon being<br />

determined to be competent, said Officers shall be so certified by the Chief <strong>of</strong> Police for the succeeding ninety (90)<br />

day period. The purpose and intent <strong>of</strong> the authorization to carry firearms in this section is to provide a means <strong>of</strong> selfdefense<br />

only. The use and handling <strong>of</strong> such weapons shall comply in all respects with all applicable rules and<br />
