9.114.140 Protection and Benefits.<br />

Each member <strong>of</strong> the Corps, when engaged in the performance <strong>of</strong> duties to which he may be duly and regularly<br />

assigned as provided in this chapter, shall be entitled to the protection and benefits <strong>of</strong> the California Workmen's<br />

Compensation and Insurance Act (Division 4, Labor <strong>Code</strong>). For purposes <strong>of</strong> this Act, members <strong>of</strong> the Corps who<br />

serve without pay or other consideration shall be registered as disaster service workers and be entitled to benefits<br />

under such act as disaster service workers. (Ord. 3084 §1(part), 1965; Ord. 3010 §13(part), 1964.)<br />

9.114.150 Misrepresentation Unlawful.<br />

It shall be unlawful for any person (other than a regular Police Officer <strong>of</strong> the <strong>City</strong>) who is not a member <strong>of</strong> the<br />

Corps to wear, carry or display any identification card, badge, cap piece, uniform or insignia <strong>of</strong> the Corps, or in any<br />

manner to represent himself to be connected with the Corps. (Ord. 3010 §14, 1964.)<br />

9.114.160 Technical Reserves.<br />

Individuals desiring to volunteer time to the Police Department in various capacities, such as Assistant Armorer,<br />

Crime Analyst, etc., may be assigned as Technical Reserves (Level 3). No weapons, uniforms, or compensation will<br />

be issued. (Ord. 4638, 1990)<br />

The declared purposes <strong>of</strong> this ordinance are to provide for the preparation and carrying out <strong>of</strong> plans for the<br />

protection <strong>of</strong> persons, property and the environment within this <strong>City</strong> in the event <strong>of</strong> an emergency or disaster; the<br />

direction <strong>of</strong> emergency organization; and the coordination <strong>of</strong> the emergency functions <strong>of</strong> the <strong>City</strong> with the County<br />

Operational Area, other public agencies or entities, and affected private persons, corporations, or organizations. Any<br />

expenditures made in connection with such Emergency Services activities, including mutual aid activities, shall be<br />

deemed conclusively to be for the direct protection and benefit <strong>of</strong> the inhabitants <strong>of</strong> the <strong>City</strong>. (Ord. 5594, 2012;<br />

9.116.020 Definitions.<br />

As used in this Chapter, the following terms shall have the designated meanings:<br />

A. “State <strong>of</strong> Emergency” means the duly proclaimed existence <strong>of</strong> conditions <strong>of</strong> disaster or <strong>of</strong> extreme peril to<br />

the safety <strong>of</strong> persons and property within the state caused by such conditions as air pollution, fire, flood, storm,<br />

epidemic, civil unrest, drought, sudden and severe energy shortage, plant or animal infestation, the Governor’s<br />

warning <strong>of</strong> an earthquake or volcanic prediction, or an earthquake, or other conditions, other than conditions resulting<br />

from a labor controversy or conditions causing a “state <strong>of</strong> war emergency”, which, by reason <strong>of</strong> their magnitude, are<br />

or are likely to be beyond the control <strong>of</strong> the services, personnel, equipment, and facilities <strong>of</strong> the <strong>City</strong> and require the<br />

combined forces <strong>of</strong> a mutual aid region or regions to combat, or with respect to regulated energy utilities, a sudden<br />

and severe energy shortage requiring extraordinary measures beyond the authority vested in the California Public<br />

Utilities Commission.<br />
