10.44.110 Designation <strong>of</strong> Angle Parking or Diagonal Parking.<br />

A. The Transportation Engineer shall determine those portions <strong>of</strong> <strong>City</strong> streets upon which angle parking or<br />

diagonal parking shall be permitted. The Transportation Engineer is authorized to place pavement markings or signs<br />

within or adjacent to such portions <strong>of</strong> <strong>City</strong> streets in which angle parking or diagonal parking shall be permitted,<br />

indicating the angle at which vehicles shall be parked. Angle parking, in accordance with the designation placed by<br />

the Transportation Engineer, shall be permitted within the areas so designated.<br />

B. When signs or pavement markings are in place indicating angle parking as herein provided, no person shall<br />

park or stand a vehicle at that location other than at the angle to the curb or edge <strong>of</strong> the roadway indicated by such<br />

signs or pavement markings. (Ord. 4887, 1994; Ord. 2713 §1 (part), 1959; prior <strong>Code</strong> §31.91.)<br />

10.44.120 Parking Parallel with Curb.<br />

(a) Subject to other and more restrictive limitations, a vehicle may be stopped or parked within eighteen inches<br />

(18") <strong>of</strong> the left-hand curb facing in the direction <strong>of</strong> traffic movement upon any one-way street unless signs are in<br />

place prohibiting such stopping or standing.<br />

(b) In the event a highway includes two (2) or more separate roadways and traffic is restricted to one (1)<br />

direction upon any such roadway, no person shall stand or park a vehicle upon the left-hand side <strong>of</strong> such one-way<br />

roadway unless signs are in place permitting such standing or parking.<br />

(c) The Transportation Engineer is authorized to determine when standing or parking may be permitted upon the<br />

left-hand side <strong>of</strong> any one-way roadway <strong>of</strong> a street having two (2) or more separate roadways and shall erect signs<br />

giving notice there<strong>of</strong>.<br />

(d) The requirement <strong>of</strong> parallel parking shall not apply in the event any commercial vehicle is actually engaged<br />

in the process <strong>of</strong> loading or unloading freight or goods, in which case that vehicle may be backed up to the curb,<br />

provided that such vehicle does not extend beyond the centerline <strong>of</strong> the street and does not block traffic thereby.<br />

However, no such angle parking for loading shall be permitted if the physical features <strong>of</strong> the area are such that<br />

loading can be accomplished in some other manner. (Ord. 2713 §1(part), 1959; prior <strong>Code</strong> §31.92.)<br />

10.44.130 Parking on Hills.<br />

No person shall park or leave standing any vehicle unattended on a street when upon any grade exceeding three<br />

percent (3%) within any business or residential district without blocking the wheels <strong>of</strong> the vehicle by turning them<br />

against the curb or by other means. (Ord. 2713 §1(part), 1959; prior <strong>Code</strong> §31.93.)<br />

10.44.140 Parking in Intersections.<br />

An operator may park within an intersection adjacent to the curb if the Transportation Engineer finds, and<br />

determines, pursuant to Section 586(22500(a)) <strong>of</strong> the California Vehicle <strong>Code</strong>, that the width <strong>of</strong> the street and traffic<br />

conditions are such that such parking will not constitute a traffic hazard or impede the free flow <strong>of</strong> traffic. (Ord. 2713<br />

§1(part), 1959; prior <strong>Code</strong> §31.94.)<br />

10.44.150 Parking Space Markings.<br />

The Transportation Engineer is authorized to install and maintain parking space markings to indicate parking<br />

spaces adjacent to curbs where authorized parking is permitted, and to indicate parking spaces within parking lots<br />

owned and/or operated by the <strong>City</strong>, and to indicate those locations wherein the parking <strong>of</strong> vehicles which are 24 feet<br />

or longer shall be prohibited.<br />

When such parking space markings are placed in the street or in a municipally owned and/or operated parking lot,<br />

subject to other and more restrictive limitations, no vehicle shall be stopped, left standing or parked other than within<br />

a single space unless the size or shape <strong>of</strong> such vehicle makes compliance impossible.<br />

Where signs or markings are installed pursuant to this Chapter to indicate that parking vehicles that are 24 feet or<br />

longer is prohibited, no vehicle which is 24 feet in length, or longer, shall be stopped, left standing or parked contrary<br />

to such prohibition or within an area designated as prohibited. (Ord. 4759, 1992; Ord. 3199 §1, 1967; Ord. 2713<br />

10.44.151 Regulation <strong>of</strong> Traffic Upon <strong>Municipal</strong>ly Owned and/or Operated Parking Lots.<br />

Whenever the Transportation Engineer shall determine the necessity <strong>of</strong> regulations governing the operation and<br />

parking <strong>of</strong> vehicles upon or the exclusion <strong>of</strong> vehicles from parking lots owned, operated or controlled by the <strong>City</strong>, the<br />

Transportation Engineer shall have the power and authority to erect signs or otherwise mark such lots to indicate such<br />

regulations; and when signs or markings authorized by the provisions here<strong>of</strong> are in place giving notice there<strong>of</strong>, no<br />

person shall operate, stand or park any vehicle upon such parking lot contrary to such regulations or directions <strong>of</strong><br />

such signs or markings.<br />

Any person parking a motor vehicle in violation <strong>of</strong> a curb marking or sign restricting parking to vehicles<br />

displaying a distinguishing license plate or placards issued to disabled persons pursuant to the Vehicle <strong>Code</strong> shall be<br />

punished by a fine <strong>of</strong> not less than twenty-five dollars ($25.00). (Ord. 4759, 1992; Ord. 3913 §1, 1977; Ord. 3199 §2,<br />
