C. STEP RAISES. Unclassified part-time employees are eligible for step increases under the same terms and<br />

conditions that apply to full-time employees except that the period <strong>of</strong> employment required for advancement from<br />

one salary step to the next salary step shall be the number <strong>of</strong> hours equivalent to 1 year <strong>of</strong> full-time employment as<br />

defined by Section 3.08.030.<br />

D. BENEFITS. Unclassified part-time employees shall be entitled to and shall receive the benefits set forth in a<br />

duly approved collective bargaining agreement with a recognized employee organization which is applicable to the<br />

position which they hold. In the event that an unclassified part-time employee is not covered by a collective<br />

bargaining agreement, the unclassified part-time employee shall receive:<br />

1. The benefits, except for sick and vacation leave, applicable to a full-time position in the same<br />

classification, prorated to the percent <strong>of</strong> time the unclassified part-time employee is regularly scheduled to work,<br />

rounded up to the nearest 10%.<br />

2. Sick and vacation leave, prorated to the percent <strong>of</strong> time the unclassified part-time employee actually<br />

works, rounded up to the nearest 10%.<br />

E. RETIREMENT BENEFITS. Part-time unclassified employees shall be eligible for retirement benefits and<br />

shall contribute to the retirement fund as set forth by the State Public Employees Retirement System.<br />

3.04.190 Payment Period.<br />

All salaries and compensation herein provided shall be paid biweekly unless otherwise provided by ordinance,<br />

provided that employees who may be hired on occasional or emergency work shall be entitled to receive their salaries<br />

or wages on the completion <strong>of</strong> the work for which they were hired. (Ord. 3866, 1976.)<br />

3.04.210 Compensation Plan, Objectives.<br />

In keeping with the philosophy that the <strong>City</strong> should be a model employer and provide good salaries and benefits<br />

for all employees; and in order to provide understandable methods <strong>of</strong> salary setting which will result in compensation<br />

reasonable to employees, management and taxpayers, the salary administration policies and procedures for the <strong>City</strong><br />

shall be as provided in Sections 3.04.220 to 3.04.240, inclusive <strong>of</strong> this chapter. (Ord. 3357 §1, 1969.)<br />

3.04.220 Compensation, Policies.<br />

The compensation plan <strong>of</strong> the <strong>City</strong> shall be established and maintained so as to:<br />

(a) Enable the <strong>City</strong> to attract and retain competent employees;<br />

(b) Provide for equitable monetary recognition <strong>of</strong> differences in duties and responsibilities between<br />

classes <strong>of</strong> positions; and<br />

(c) Provide logical relationships to salaries paid for comparable work in appropriate areas in both<br />

public and private employment. (Ord. 3357 §2, 1969.)<br />

3.04.240 Management Compensation Plan.<br />

A. MANAGEMENT COMPENSATION PLAN. As provided in Section 1211 <strong>of</strong> the <strong>City</strong> Charter, a<br />

Management Compensation Plan consists <strong>of</strong> the application <strong>of</strong> those salary and fringe benefit policies provided by<br />

ordinance, resolution or administrative procedure to management employees.<br />

B. MANAGEMENT EMPLOYEE DEFINED. “Management employees” mean <strong>City</strong> <strong>of</strong>ficers, department<br />

heads, other management employees designated as such by the <strong>City</strong> Administrator with the approval <strong>of</strong> the <strong>City</strong><br />

Council, and pr<strong>of</strong>essional attorneys, which shall be those employees appointed by the <strong>City</strong> Attorney as his or her<br />

deputies or assistants.<br />

C. PURPOSE OF MANAGEMENT COMPENSATION PLAN. The creation <strong>of</strong> this plan is intended to<br />

encourage the development <strong>of</strong> pr<strong>of</strong>essional management skills in the <strong>City</strong> service, responsive to the policies <strong>of</strong> the<br />

<strong>City</strong> Council, the direction <strong>of</strong> the <strong>City</strong> Administrator and the <strong>City</strong> Attorney, and the needs <strong>of</strong> the citizenry. It is also<br />

intended to provide a reasonable degree <strong>of</strong> security to such employees.<br />

D. EXEMPTIONS FROM CERTAIN PAYS. Employees designated as management are exempt from<br />

overtime and stand-by pay, as defined by this <strong>Code</strong>, unless otherwise authorized by the <strong>City</strong> Council.<br />
