28.46.065 Allowable Density <strong>of</strong> Development and Maximum Number <strong>of</strong> Dwelling Units Allowed.<br />

The maximum density shall be no greater than 1.4 residential units per gross acre. The maximum number <strong>of</strong><br />

residential units in this zone shall be no greater than 41 units. (Ord. 4900, 1995.)<br />

28.46.070 Requirements for Construction Phasing.<br />

Phasing <strong>of</strong> development is permitted consistent with an approved Tentative Subdivision Map. If the sequence <strong>of</strong><br />

construction <strong>of</strong> residential portions <strong>of</strong> the development is to occur in stages (phases) then the open space and/or<br />

recreational facilities shall be developed in proportion to the number <strong>of</strong> residential units intended to be developed<br />

during any given stage <strong>of</strong> construction as approved by the Planning Commission. (Ord. 4900, 1995.)<br />

28.46.075 Affordability Requirement for Residential Units.<br />

All residential units shall be affordable to moderate income households as defined by the <strong>City</strong> <strong>of</strong> <strong>Santa</strong> <strong>Barbara</strong><br />

Housing Program or its successor. Affordability requirements for every residential unit shall be subject to the review<br />

and approval <strong>of</strong> the Community Development Director. The maximum household income level shall not exceed the<br />

moderate income level as determined by the Community Development Director. (Ord. 4900, 1995.)<br />

28.46.080 Open Space and Landscaping.<br />

Not less than 50 percent <strong>of</strong> the gross area <strong>of</strong> the property in this zone shall be a combination <strong>of</strong> Dedicated Open<br />

Space, Common Open Space, Private Active Recreation and Neighborhood Recreation, as defined in the land uses<br />

permitted section (28.46.010), Land Uses B, C, D and E. Open space and landscaped areas shall dominate the site<br />

development. Such open space and landscaped areas shall include substantial useable areas for passive and/or active<br />

recreational use. Further, from public view, the development should present an open space and landscaped effect so<br />

that parking areas and building masses shall not dominate the scene. (Ord. 4900, 1995.)<br />

28.46.085 Mitigation Monitoring Program.<br />

Prior to the approval <strong>of</strong> any development on the property, a Mitigation Monitoring Program consistent with the<br />

California Environ-mental Quality Act shall be approved by the Planning Commission. (Ord. 4900, 1995.)<br />
