• Monthly progress report regarding the finalised pension cases shall<br />

be submitted to the Finance Department upto 10th of every month in<br />

prescribed proformas.<br />

VI – PREPARETION / MONITORING <strong>OF</strong> BUDGET.<br />

Commissioner, Treasuries & Accounts also acts as the Budget Control<br />

officer (BCO) for the department. He is responsible for preparation,<br />

allocation, control & appropriation of Budget in the department.<br />

General process :-<br />

Budget Preparation<br />

• Instructions are given to the field/ subordinate offices (JD/ Treasuries/<br />

ATS) to prepare and send to the Directorate the proposal are sought for<br />

next financial year's Budget, on the basis of current financial year's first<br />

four months' actual expenses (i.e. April to July) as well as anticipated<br />

expenditure of the rest of the eight months (i.e. August to March). For<br />

budget preparation certain guidelines are issued on the basis of which<br />

proposals are sought. Information for DTA's (head office) budget<br />

proposal is also gathered in the same way by collecting information<br />

from the budget section which prepares their budget proposals<br />

estimating annual demand.<br />

• The budget proposals are prepared district –wise i.e. each district office<br />

is allotted budget at the beginning of the financial year. District budget<br />

is so voted in the state assembly. The Head Office budgetary provision<br />

is also approved similarly.<br />
