5.8.4 Additional Cardholder Identification<br />

5.9 Submitting Transactions<br />

A Merchant must not refuse to complete a Transaction solely because a<br />

Cardholder who has complied with the conditions for presentment of a Card<br />

at the POI refuses to provide additional identification information, except as<br />

specifically permitted or required by the Standards. A Merchant may require<br />

additional identification from the Cardholder if the information is required to<br />

complete the Transaction, such as for shipping purposes. A Merchant in a<br />

country or region that supports use of the <strong>MasterCard</strong> Address Verification<br />

Service (AVS) may require the Cardholder’s ZIP or postal code to complete a<br />

Cardholder-Activated Terminal (CAT) Transaction, or the Cardholder’s address<br />

and ZIP or postal code to complete a mail order, phone order, or e-commerce<br />

Transaction.<br />

5.9 Submitting Transactions<br />

An Acquirer must ensure that each of its Merchants comply with the<br />

requirements for submitting Transactions to the Acquirer set forth in this Rule<br />

5.9.<br />

5.9.1 Valid Transactions<br />

A Merchant must submit to its Acquirer records of valid Transactions only<br />

between the Merchant and a bona fide Cardholder.<br />

A Merchant must not submit to its Acquirer a Transaction that the Merchant<br />

knows or should have known to be fraudulent or not authorized by the<br />

Cardholder, or that it knows or should have known to be authorized by a<br />

Cardholder colluding with the Merchant for a fraudulent purpose. For purposes<br />

of this Rule, the Merchant is deemed to be responsible for the conduct of its<br />

employees, agents, and representatives.<br />

5.9.2 Submit Transactions within Three Business Days<br />

A Merchant must submit records of valid Transactions to its Acquirer no later<br />

than three bank business days after the Transaction date, except:<br />

1. The record must not be presented until after the products are shipped or the<br />

services are performed unless, at the time of the Transaction, the Cardholder<br />

agrees to a properly disclosed delayed delivery of the products or services.<br />

2. When the Merchant receives Cardholder authorization for a delayed<br />

presentment (in which case the words “Delayed Presentment” must be<br />

noted on the Transaction Information Document [TID]).<br />

3. When the Merchant is obligated by law to retain the TID or return it to a<br />

buyer upon timely cancellation, in which case the Merchant should present<br />

the record within 10 business days after the Transaction date.<br />
