8.2 Authorization Requirements<br />

1. Register such bilateral or multilateral arrangement with the Corporation<br />

no later than 31 August 2009 and provide such other information as the<br />

Corporation may request in connection with an evaluation of the relevant<br />

arrangement against the network processing standards specified by the<br />

Corporation from time to time.<br />

2. If such arrangement fails to meet or exceed such network processing<br />

standards, work with the Corporation in a good faith and timely manner to<br />

make such adjustments as may be required in order to achieve compliance.<br />

8.1.1 Euro Migration<br />

8.2 Authorization Requirements<br />

The authorization services provided by Principals and Associations as set forth<br />

in Rule 3.8 must comply with the following requirements.<br />

8.2.1 Full and Partial Reversals<br />

Effective for Transactions occurring on or after 8 November 2011, an Issuer<br />

receiving a Reversal Request/0400 message or an Acquirer Reversal Advice/0420<br />

message must release any hold placed on the Cardholder’s account for the<br />

amount specified within 60 minutes of matching the reversal message to the<br />

original authorization request message.<br />

A reversal message sent for the full Transaction amount cancels the original<br />

authorization request.<br />

8.2.1.1 Reversal for Conversion of Approval to Decline<br />

Effective for Transactions occurring on or after 8 November 2011, an Acquirer<br />

or Merchant may convert an approval authorization request response (herein,<br />

an “Issuer-approved authorization”) into a decline for a Card-not-present<br />

(CNP) Transaction believed, in good faith, by the Acquirer or Merchant to be<br />

fraudulent solely in accordance with the following procedure:<br />
