Organization of this Section<br />

The <strong>Rules</strong> in this Section 15a are variances and additions to the “global” <strong>Rules</strong><br />

resulting from the settlement of In Re Visa Check/MasterMoney Antitrust<br />

Litigation. These <strong>Rules</strong> apply to Debit <strong>MasterCard</strong> Cards and Other Cards issued<br />

in the U.S. Region by U.S. Region Customers and presented for payment at<br />

Merchant locations in the U.S. Region. Customers and Merchants in the U.S.<br />

Region must continue to comply with the global <strong>Rules</strong> for Cards issued by<br />

Customers outside of the U.S. Region and presented for payment at Merchant<br />

locations in the Region.<br />

With respect to Debit <strong>MasterCard</strong> Cards, these <strong>Rules</strong> apply where signature<br />

is used as the Cardholder verification method (CVM) or where no CVM is<br />

required. For <strong>Rules</strong> applicable to Debit <strong>MasterCard</strong> Cards where PIN is used as<br />

the CVM, refer to Section 15b.<br />

Definitions<br />

Solely for the purposes of this Section 15a, the following terms have the<br />

meanings set forth below.<br />

1. “Debit” or “Debit <strong>MasterCard</strong> Card” or “Debit Card” shall mean any Access<br />

Device, Program, or Card issued in the Region, by a Regional Customer,<br />

that when presented for payment in the United States, accesses, debits,<br />

holds, or settles funds from a consumer’s demand deposit or asset account.<br />

“Debit” or “Debit <strong>MasterCard</strong> Card” shall include consumer signature debit<br />

Programs, stored value Programs, prepaid Cards, payroll Cards, electronic<br />

benefit transfer Cards, and deferred debit Cards that access, debit, hold,<br />

or settle funds from the user’s demand deposit or asset account less than<br />

fourteen days after the date of purchase. “Debit” shall not include any<br />

point-of-sale device that accesses, debits, hold, or settles funds from the<br />

user’s demand deposit or asset account fourteen or more days after the<br />

date of the purchase.<br />

2. “Other Card” shall mean any Access Device, Program, or Card that is not<br />

defined as “debit” or “Debit <strong>MasterCard</strong> Card”.<br />

2.7 Liability for Assigned ICAs and BINs<br />

Rule 2.7 of Chapter 2, “Licensing and Licensed Activities,” is modified to include<br />

the following:<br />

Transaction/BIN Identification. Customers must use specific and unique bank<br />

identification numbers (BINs) for Debit <strong>MasterCard</strong> Cards.<br />
