Section 14b—India <strong>Rules</strong><br />

The <strong>Rules</strong> in this Section 14b are variances and additions to the “global” <strong>Rules</strong><br />

that apply to Cards issued in India by India Customers and presented for<br />

payment at Merchant locations in India.<br />

Customers and Merchants in India must continue to comply with the global<br />

<strong>Rules</strong> for Cards issued by Customers outside of India and presented for payment<br />

at Merchant locations in India.<br />

Definitions<br />

Solely for the purposes of this Section 14b, the following terms have the<br />

meanings set forth below.<br />

1. “Debit” or “Debit <strong>MasterCard</strong> Card” or “Debit Card” shall mean any Access<br />

Device, Program, or Card issued in India, by a Customer licensed in India,<br />

that when presented for payment in India, accesses, debits, holds, or settles<br />

funds from a consumer’s deposit, current, saving, asset or other type of<br />

money account. “Debit” or “Debit <strong>MasterCard</strong> Card” shall include consumer<br />

signature debit Programs, stored value Programs, prepaid Cards, payroll<br />

Cards and electronic benefit transfer Cards.<br />

2. “IVR Transaction” shall mean a non-face-to-face Transaction conducted by<br />

means of an interactive voice response (IVR) telephone system.<br />

3. “<strong>MasterCard</strong> Assurance Service” shall mean a <strong>MasterCard</strong> authentication<br />

service for Merchant-initiated remote payments conducted by Cardholders.<br />

8.4 Requirements for Specific Transaction Types<br />

8.4.2 Card-not-present Transactions<br />

Electronic commerce, mail order, phone order, or IVR Transactions effected at a>><br />

Merchant located in India with a Card issued in India must be authenticated.<br />

An authenticated Transaction occurs when:<br />

1. The Merchant is Universal Cardholder Authentication Field (UCAF)-enabled;<br />

2. The Issuer provided the UCAF data for that Transaction;<br />

3. All other authorization and clearing requirements applicable to the<br />

Transaction were satisfied; and<br />

4. The Authorization Request Response/0110 message reflected the Issuer’s<br />

approval of the Transaction.<br />
