b. primarily for business, commercial, or agricultural purposes; or<br />

c. if a PIN or <strong>MasterCard</strong> SecureCode is used as the Cardholder verification<br />

method for unauthorized Transaction(s).<br />

5.13 Discounts or Other Benefits at the Point of Interaction<br />

A discount or other benefit may be applied at a POI located in the SAMEA<br />

Region upon presentation of a particular Card for payment. Promotion of any<br />

such discount or other POI benefit is permitted provided such promotion does<br />

not result in discrimination against other Card Programs. The determination of<br />

whether any promotion discriminates against other Card Programs is at the sole<br />

discretion of the Corporation.<br />

8.4 Requirements for Specific Transaction Types<br />

8.4.1 Chip Transactions and Acceptance at Hybrid POS Terminals<br />

Rule 8.4.1 of Chapter 8, “Sales Transactions and Cash Disbursements,” is<br />

modified to include the following.<br />

For purposes of these <strong>Rules</strong>, a counterfeit Transaction is a type of fraudulent<br />

Transaction.<br />

1. New Terminals. All new or retrofitted ATMs and POS Terminals deployed<br />

by Regional Customers must be EMV-capable.<br />

2. Incentive Interchange Rate. An incentive interchange rate is applied to<br />

intraregional Transactions to:<br />

a. Compensate Issuers of EMV-compliant Cards with an increased<br />

intraregional interchange of ten basis points when the Card is used at a<br />

non–EMV-compliant POS Terminal.<br />

b. Compensate Acquirers using EMV-compliant POS Terminals with<br />

reduced intraregional interchange of ten basis points when a<br />

non–EMV-compliant Card is used at that POS Terminal.<br />

3. Chip Liability Shift for SAMEA. The liability for SAMEA intraregional<br />

counterfeit Card Transactions in which one Customer (either the<br />

Issuer or the Acquirer) is not yet EMV-compliant will be borne by the<br />

non–EMV-compliant Customer.<br />

An interregional chip liability shift is in effect between the Asia/Pacific and<br />

South Asia/Middle East/Africa Regions. All countries within each of these<br />

regions participate.<br />
