and the optimal production values for each retailer can be obtained.<br />

Secondly, we demonstrate that the first-stage objecti<strong>ve</strong> function for<br />

each retailer is conca<strong>ve</strong> in the amount of leased farm land. Finally, the<br />

paper concludes that equilibrium can be found for both retailers in this<br />

production planning problem.<br />

We in<strong>ve</strong>stigate two conjuncti<strong>ve</strong> surface and groundwater usage<br />

management systems with two identical users in a dynamic game-<br />

theoretic structure o<strong>ve</strong>r a planning horizon of two periods. Under the<br />

centralized management system, both users are allowed to use<br />

surface water from their own reservoirs as well as to use groundwater<br />

from a common aquifer with the supervision of a social planner. Under<br />

the decentralized management system, each user is allowed to use<br />

surface and groundwater, respecti<strong>ve</strong>ly, from his reservoir and from<br />

the common aquifer making usage decisions individually in a non-<br />

cooperati<strong>ve</strong> fashion. Earlier works on groundwater management and<br />

on conjuncti<strong>ve</strong> water usage management motivate our work to<br />

consider a model which integrates the conjuncti<strong>ve</strong> water usage in a<br />

more comprehensi<strong>ve</strong> and realistic setting permitting the gaming<br />

behavior between users. Analytical results regarding the optimal<br />

water usage quantities are obtained under both centralized and<br />

decentralized management systems.<br />
