consume because nobody is watching on him. Yes he misuses the DC will misuse the DO will misuse. Why? Because this
people are ignorant they don’t have their level of education is very low, they have not given that constitutional right to form a
forum they only of so they should be put in a constitution where they become watchdogs on budgetary allocation like those the
MPs and them.
In addition with to that: We create administrative offices for legislature like departmental, if we have a District Legislative
Officer who co-ordinates the activities of the legislature like when they come here they just relay on the Dc they relay on the
police and so they should strengthen that kind of office so that is the suggestion.
And finally, the national security if we know we have this thing you from divisional level will have the sub-divisional security
committee chairman OCs sthe DO and somebody else from Intelligence. DC we have DAC what were talking about district
security then provincial we have PAC and then in the national level is not well defined. The permanent secretary for internal
security some times acts as is the chairman of that kind of committee some times the vice president acts some thing like that. So
it should be defined in the constitution that the national security committee should entail constitutional offices and (inaudible)---
that is like the secretary of this committee is the Commissioner of Police it should be made a constitutional office. Haya the
chairman is not very clear the president is supposed to be the chairman but he is so busy they should appoint a constitutional
office. A person of intergritty who has experience in this security matter particularly from the Provincial Administration. If it’s a
vice by the way not the permanent secretary for internal security because that one is so busy on other issues. And then…
Speaker: Let me ask you what is he (inaudible)—internal security.
Paul Chemutut: What of course the PS the role of a PS of course to dispent some money to look at the budget to see that
money is spent in anywhere so that most of his time is normally done administrative.
Speaker: (inaudible)
Paul Chemutut: Yaa it is than security he cannot be very (inaudible)--------- every day for national alertness you know even
if there is nothing, they meet for two hours, one minute to say there is nothing nothing and that is one of the member is C.G.S
(inaudible)------ each year another one is Director of National Intelligence is also a member another one is the director of SID
and Director of National Tourism of Kenya army so those ones. It is only because of the peace that we enjoy otherwise this
are people who should be having a lot of work every morning to disseminating information on security matters.
Speaker: Are you saying this office should be constitutionolized?
Paul Chemutut: I have always said it should be in the constitution yes so that is what I …
Speaker: (inaudible)------ are you saying that this you know this office should be constitutionalised or it should have a national
a constitution office on security
Paul Chemutut: I was saying the Commissioner of the Police is constitutional office. The more so I was saying it should be a
constitutional office but there is a National Intelligence Security
Paul Chemutut: So national intelligence committee it is a constitutional office, okay comprised of the following membership
that is what we are saying.
Speaker: And is not a National Committee a national Security Committee?
Paul Chemutut: No national security committee there should be a national security committee as a constitutional comprising of
