ties to o<strong>the</strong>r branches of science <strong>and</strong> technology, enabl<strong>in</strong>g <strong>the</strong> field to contribute to science education<br />

<strong>in</strong> uniquely powerful ways. <strong>Planetary</strong> exploration is also <strong>in</strong>creas<strong>in</strong>gly an <strong>in</strong>ternational endeavor.<br />

3. To develop a work<strong>for</strong>ce <strong>for</strong> <strong>the</strong> 21st century. <strong>Planetary</strong> exploration can play a central role<br />

<strong>in</strong> rais<strong>in</strong>g U.S. science literacy at all levels from k<strong>in</strong>dergarten through university, <strong>and</strong> with<strong>in</strong> <strong>the</strong><br />

general public as well. 4 Many of <strong>the</strong> breakthroughs be<strong>in</strong>g made <strong>in</strong> our underst<strong>and</strong><strong>in</strong>g of <strong>the</strong> solar<br />

system <strong>in</strong>volve close connections with o<strong>the</strong>r scientific fields such as geology, geochemistry, <strong>and</strong><br />

biology, developments which also f<strong>in</strong>d <strong>in</strong>creas<strong>in</strong>g application <strong>in</strong> our everyday lives.<br />

Education <strong>and</strong> Outreach Opportunities<br />

Technological advances over <strong>the</strong> past decade have dramatically changed <strong>the</strong> nature of public<br />

outreach. Nearly <strong>in</strong>stant public availability of raw images from planetary missions, <strong>and</strong> global access<br />

to planetary data, feeds grow<strong>in</strong>g onl<strong>in</strong>e communities of committed space enthusiasts. Interested<br />

members of <strong>the</strong> public can be <strong>in</strong><strong>for</strong>med of discoveries <strong>and</strong> mission events as <strong>the</strong>y happen through<br />

social media. At <strong>the</strong> same time, <strong>the</strong> decl<strong>in</strong>e of traditional science journalism, with its ability to<br />

syn<strong>the</strong>size results <strong>in</strong>to a coherent whole <strong>and</strong> present <strong>the</strong>m to a mass audience, <strong>and</strong> <strong>the</strong> everaccelerat<strong>in</strong>g<br />

news cycle, may erode scientific underst<strong>and</strong><strong>in</strong>g by <strong>the</strong> public. It is crucial, <strong>the</strong>n, <strong>for</strong><br />

scientists <strong>the</strong>mselves to make <strong>the</strong>ir work <strong>and</strong> f<strong>in</strong>d<strong>in</strong>gs comprehensible, appeal<strong>in</strong>g, <strong>and</strong> available to <strong>the</strong><br />

public.<br />

The federal government provides significant support <strong>for</strong> many <strong>in</strong><strong>for</strong>mal education <strong>and</strong><br />

outreach activities. In <strong>the</strong> past, NASA devoted roughly one percent of <strong>the</strong> cost of major missions to<br />

education <strong>and</strong> public outreach <strong>and</strong> created imag<strong>in</strong>ative websites <strong>and</strong> activities concern<strong>in</strong>g its missions<br />

to engage students, teachers, <strong>and</strong> <strong>the</strong> public.<br />

Although <strong>the</strong> fund<strong>in</strong>g <strong>for</strong> education <strong>and</strong> public outreach by NASA <strong>in</strong>creased from 1996 to<br />

2004, it has leveled off <strong>in</strong> <strong>the</strong> past half decade. Recent National Research Council studies have<br />

<strong>in</strong>dicated that <strong>for</strong> a better return on <strong>the</strong> federal <strong>in</strong>vestment <strong>in</strong> education <strong>and</strong> public outreach, a more<br />

rigorous program of assessment is needed of outcomes <strong>and</strong> efficacy across <strong>the</strong> entire spectrum of<br />

space science education <strong>and</strong> public outreach activities. 5 This is particularly important <strong>in</strong> <strong>the</strong> many<br />

less <strong>for</strong>mal outreach activities. 6<br />

Much ef<strong>for</strong>t is required to trans<strong>for</strong>m raw scientific data <strong>in</strong>to materials that <strong>in</strong><strong>for</strong>m <strong>and</strong> appeal<br />

to <strong>the</strong> general public. NASA planetary science fund<strong>in</strong>g is used <strong>for</strong> education <strong>and</strong> public outreach<br />

activities based on <strong>the</strong> discoveries of planetary missions. Ef<strong>for</strong>ts to <strong>in</strong>tegrate effective outreach<br />

should be directly embedded with<strong>in</strong> each planetary mission. The committee strongly endorses<br />

NASA’s <strong>in</strong><strong>for</strong>mal guidel<strong>in</strong>e that a m<strong>in</strong>imum of 1 percent of <strong>the</strong> cost of each mission be set aside<br />

from <strong>the</strong> project budget <strong>for</strong> education <strong>and</strong> public outreach activities. Modest additional fund<strong>in</strong>g<br />

must also be set aside to convey to <strong>the</strong> public <strong>the</strong> important scientific results from <strong>the</strong> longer-term<br />

support<strong>in</strong>g research <strong>and</strong> analysis programs, <strong>and</strong> <strong>in</strong>dividual scientists should be strongly encouraged to<br />

participate <strong>in</strong> communicat<strong>in</strong>g <strong>the</strong> research of <strong>the</strong>ir research broadly.<br />

The committee also encourages organiz<strong>in</strong>g <strong>and</strong> ma<strong>in</strong>ta<strong>in</strong><strong>in</strong>g NASA’s educational ef<strong>for</strong>ts,<br />

matched to national educational st<strong>and</strong>ards, through science education <strong>and</strong> public outreach <strong>for</strong>ums,<br />

<strong>for</strong>mal content review, <strong>and</strong> newly evolv<strong>in</strong>g product databases. Local ef<strong>for</strong>ts, <strong>in</strong> addition to national<br />
