vi. The flight <strong>in</strong>vestigations priority list should be supported by a summary of <strong>the</strong><br />

assumptions underly<strong>in</strong>g <strong>the</strong> relative rank<strong>in</strong>gs. This summary should, to <strong>the</strong> extent possible, be<br />

accompanied by decision rules that could guide NASA <strong>in</strong> adjust<strong>in</strong>g <strong>the</strong> queue <strong>in</strong> <strong>the</strong> event of<br />

major unanticipated technical, cost, or o<strong>the</strong>r programmatic changes.<br />

It is understood that <strong>in</strong>itiation of missions on <strong>the</strong>se lists will depend on actual resource<br />

availability.<br />

3. Recommendations <strong>for</strong> NASA-funded support<strong>in</strong>g research required to maximize <strong>the</strong> science<br />

return from <strong>the</strong> flight mission <strong>in</strong>vestigations;<br />

4. A discussion of strategic technology development needs <strong>and</strong> opportunities relevant to NASA<br />

planetary science programs; <strong>and</strong><br />

5. A discussion of (a) potential opportunities <strong>for</strong> conduct<strong>in</strong>g planetary science <strong>in</strong>vestigations<br />

<strong>in</strong>volv<strong>in</strong>g humans <strong>in</strong> situ <strong>and</strong> (b) <strong>the</strong> relative value of human-tended <strong>in</strong>vestigations to those per<strong>for</strong>med<br />

solely robotically. (NASA will provide be<strong>for</strong>e or at <strong>the</strong> time of survey <strong>in</strong>itiation an update on NASA’s<br />

human space flight plans.)<br />

To provide NASA with actionable advice con<strong>for</strong>m<strong>in</strong>g to its portfolio boundaries, guidel<strong>in</strong>es <strong>for</strong><br />

<strong>the</strong> programmatic scope of recommendations to NASA are as follows:<br />

• The scientific role of ground-based observations that support flight missions are with<strong>in</strong><br />

scope, but, except <strong>for</strong> operation of exist<strong>in</strong>g Goldstone facilities <strong>and</strong> <strong>the</strong> Infrared Telescope Facility<br />

(IRTF), recommendations regard<strong>in</strong>g construction, operation, or fund<strong>in</strong>g of ground-based observatories are<br />

out of scope; <strong>and</strong><br />

• Scientific <strong>in</strong>vestigations of near-Earth objects (NEOs) are with<strong>in</strong> scope, but approaches <strong>and</strong><br />

mission concepts <strong>for</strong> space-based hazard mitigation are out of scope (<strong>the</strong>y are <strong>the</strong> subject of a concurrent<br />

NRC study).<br />

The Board should ensure that <strong>the</strong> study <strong>and</strong> report reflect an awareness of <strong>the</strong> science <strong>and</strong> space<br />

mission plans <strong>and</strong> priorities of potential <strong>for</strong>eign <strong>and</strong> U.S. agency partners <strong>and</strong> should identify<br />

opportunities <strong>for</strong> cooperation, as appropriate.<br />

Study Approach<br />

The flight <strong>and</strong> facilities programs recommended <strong>in</strong> <strong>the</strong> survey report must be executable with<strong>in</strong><br />

anticipated resources. In design<strong>in</strong>g <strong>and</strong> pric<strong>in</strong>g <strong>the</strong> study, <strong>the</strong> NRC should <strong>in</strong>clude resources <strong>for</strong><br />

<strong>in</strong>dependent <strong>and</strong> expert cost analysis support to ensure that all flight mission cost estimates can be<br />

mean<strong>in</strong>gfully <strong>in</strong>tercompared <strong>and</strong> are as accurate as possible given <strong>the</strong> vary<strong>in</strong>g maturity of project concepts<br />

<strong>and</strong> o<strong>the</strong>r recognized uncerta<strong>in</strong>ties.<br />

The f<strong>in</strong>al report must represent a comprehensive <strong>and</strong> authoritative analysis of <strong>the</strong> subject doma<strong>in</strong><br />

<strong>and</strong> a broad consensus among research community stakeholders. There<strong>for</strong>e, NASA <strong>and</strong> NSF anticipate<br />

that <strong>the</strong> Committee will utilize specialized panels, with allocation of <strong>the</strong> doma<strong>in</strong> of study among <strong>the</strong>m to<br />

be determ<strong>in</strong>ed by <strong>the</strong> Committee <strong>and</strong> <strong>the</strong> Board. It is important that <strong>the</strong> study activity <strong>in</strong>clude town hall<br />

meet<strong>in</strong>gs, sessions at geographically dispersed professional meet<strong>in</strong>gs, solicitation of white papers, <strong>and</strong><br />

aggressive use of electronic communications <strong>for</strong> solicit<strong>in</strong>g <strong>and</strong> aggregat<strong>in</strong>g <strong>in</strong>puts from across <strong>the</strong><br />

community <strong>and</strong> country.<br />

Products <strong>and</strong> Schedule<br />

It is recommended that <strong>the</strong> Committee report consist of four products: a complete, <strong>in</strong>tegrative<br />

report of <strong>the</strong> f<strong>in</strong>d<strong>in</strong>gs <strong>and</strong> recommendations of <strong>the</strong> study; support<strong>in</strong>g reports of <strong>the</strong> focused panels, ei<strong>the</strong>r<br />

<strong>in</strong>cluded <strong>in</strong> <strong>the</strong> ma<strong>in</strong> report volume or <strong>in</strong> a separate volume; an abbreviated high level presentation of <strong>the</strong><br />
