Chapter 2<br />
Command and Control<br />
The essential task of the DRT commander is applying the art and science of war to C2 his troops in combat. He<br />
uses the elements of C2 and the components of the C2 system to initiate full-spectrum operations. The<br />
commander then influences and synchronizes these elements to impose his will on the situation and defeat the<br />
enemy. The commander exercises C2 in a dynamic AO where unexpected opportunities and threats rapidly<br />
present themselves.<br />

SECTION II – OVERVIEW<br />
2-2. Command and control is the exercise of authority and direction by a properly designated commander<br />
over assigned and attached forces in the accomplishment of a mission. Command also includes<br />
responsibility for health, welfare, morale, and discipline of assigned personnel. Command during<br />
operations requires understanding the complex, dynamic relationships among friendly forces, enemies, and<br />
the environment, including the populace. This understanding helps commanders visualize and describe<br />
their commander’s intent and develop focused planning guidance. While command is a personal function,<br />
control involves the entire force. Control is the regulation of forces and warfighting functions to<br />
accomplish the mission IAW the commander’s intent. It is fundamental to directing operations. (See FM<br />
3-0.)<br />
COMMAND AND CONTROL CHARACTERISTICS<br />
2-3. Effective C2 has the following characteristics:<br />
Identifies and reacts to changes in the situation.<br />
Provides a continuous, interactive process of reciprocal influence among the commander,<br />
subordinate leaders, and available forces.<br />
Reduces chaos and uncertainty.<br />
