Stability Operations<br />
Stability operations are conducted outside the U.S. to maintain or reestablish a safe<br />
and secure environment. They also provide essential governmental services,<br />
emergency infrastructure reconstruction, and humanitarian relief. During stability<br />
operations, the DRT conducts reconnaissance, security, and economy-of-force<br />
missions similar to those conducted during offensive and defensive operations. The<br />
DRT may also be required to accomplish non-reconnaissance-related missions such<br />
as conducting negotiations with local leaders, defending a base, and manning<br />
checkpoints and observation points.<br />

SECTION II – OVERVIEW<br />
5-2. Stability operations are a part of full-spectrum operations and typically occur in conjunction with<br />
either offensive or defensive operations in foreign countries. They may be the decisive operation within a<br />
phase of a campaign or major combat operation. Although military forces may initially take the lead in<br />
conducting stability operations for success, the goal is to transition to where the host nation or other<br />
instruments of power predominate.<br />
PURPOSE<br />
5-3. The five purposes for stability operations are:<br />
Provide a secure environment.<br />
Secure land areas.<br />
Meet the critical needs of the populace.<br />
Gain support for host nation government.<br />
Shape the environment for interagency and host nation success.<br />
PRIMARY TASKS<br />
5-4. <strong>Army</strong> forces perform five primary stability tasks that are neither discrete nor mutually exclusive.<br />
Brief descriptions of these tasks follow:<br />
Establish civil security. <strong>Army</strong> forces protect the populace from external and internal threats.<br />
Establish civil control. <strong>Army</strong> forces regulate selected behavior and activities of individuals and<br />
groups.<br />
Restore essential services. <strong>Army</strong> forces establish or restore the most basic services and protect<br />
them until a civil authority or the host nation can provide them.<br />
