3. For a Digest of Case Law on containing corruption, the<br />

pride of place goes to the decision in the case of State of Madhya<br />

Pradesh vs. Shri Ram Singh, 2000 Cri.L.J. SC 1401, where the<br />

Supreme Court held that the Prevention of Corruption Act is a social<br />

legislation and should be liberally construed so as to advance this<br />

object. Mention should be made here of the decision in the case of<br />

Gangadhar Behera vs. State of Orissa, 2002(7) Supreme 276<br />

(decided on 10-10-2002), where the Supreme Court reiterated that a<br />

judge does not preside over a criminal trial merely to see that no<br />

innocent man is punished but also to see that a guilty man does not<br />

escape and that miscarriage of justice arises from the acquittal of<br />

the guilty no less than from the conviction of the innocent.<br />

4. There are 551 decisions in all, 356 of the Supreme Court,<br />

141 of the High Courts (29 of them of the Andhra Pradesh High Court)<br />

and 54 decisions of the Central Administrative Tribunal. The decisions<br />

have been selected with great care and are representative of the<br />

case law on the subject, over a period of time. The decisions are<br />

dealt with in a chronological order. A summary of each decision is<br />

furnished with adequate particulars for a meaningful study of the<br />

issues under consideration. The points that emerged have been<br />

highlighted in a Head Note, under a Subject Heading. There are 537<br />

subject headings, 111 of them being alternative headings, which<br />

provide easy access to the various decisions under each subject.<br />

5. A bare list of subject headings is furnished so that one<br />

can pick up at a glance the appropriate subject under study. The list<br />

of subjects is followed by a Subject Index, where a list of relevant<br />

cases is given under each subject.<br />

6. The subjects are grouped together under major headings<br />

like traps and disproportionate assets, witnesses and evidence,<br />

inquiry and inquiry officer, misconduct and penalty, documents,<br />

suspension etc. Again each subject is split up into convenient subheadings.<br />

For example the subject of “trap” is dealt with under 38<br />

sub-headings, like justification of laying a trap, traps which are
