activities. Ano<strong>the</strong>r important source of <strong>in</strong>novation consists of actual practice; practitioners<br />

often develop <strong>in</strong>novative solutions to <strong>the</strong>ir problems. <strong>Innovation</strong> areas are as varied as<br />

problem areas exist <strong>in</strong> practice, such as management, st<strong>and</strong>ards, products, materials,<br />

methods, f<strong>in</strong>ance, <strong>and</strong> o<strong>the</strong>r areas. Fur<strong>the</strong>rmore, <strong>in</strong>novation is relative to <strong>the</strong> potential user.<br />

Anyth<strong>in</strong>g that is new <strong>for</strong> <strong>the</strong> potential user is an <strong>in</strong>novation.<br />

As mentioned, this report addresses challenges <strong>and</strong> opportunities <strong>for</strong> <strong>in</strong>novation <strong>in</strong><br />

<strong>the</strong> public works <strong>in</strong>frastructure. The term public works <strong>in</strong>frastructure also is used with ample<br />

mean<strong>in</strong>g, <strong>and</strong> <strong>in</strong>cludes systems under public responsibility to provide support <strong>for</strong>:<br />

transportation (highway, rail, waterways, air, etc.), water supply <strong>and</strong> distribution, power <strong>and</strong><br />

energy generation <strong>and</strong> delivery, communications, solid waste collection <strong>and</strong> disposal. The<br />

mean<strong>in</strong>g of public works <strong>in</strong>frastructure also <strong>in</strong>cludes environmental remediation services.<br />

Although it is very difficult to estimate <strong>the</strong> impact that <strong>in</strong>novation can have <strong>in</strong><br />

render<strong>in</strong>g <strong>the</strong> public works <strong>in</strong>frastructure more efficient <strong>and</strong> effective, <strong>the</strong>re are some<br />

numbers that <strong>in</strong>dicate <strong>the</strong> potential that exists. Figures are available from different sources<br />

to support <strong>the</strong> value of R&D results applied <strong>in</strong> practice. The Cali<strong>for</strong>nia Department of<br />

Transportation has concluded that cost sav<strong>in</strong>gs directly attributable to R&D products <strong>in</strong><br />

practice are between 2.8 <strong>and</strong> 5.4 times <strong>the</strong> <strong>in</strong>vestment <strong>in</strong> R&D [CaIDOT 87]. The Army<br />

per<strong>for</strong>med a measurement of R&D product payoff <strong>for</strong> selected successful <strong>in</strong>novations, <strong>and</strong><br />

determ<strong>in</strong>ed it to be $37 <strong>for</strong> each dollar <strong>in</strong>vested <strong>in</strong> <strong>the</strong> R&D phase of <strong>the</strong>se products<br />

[Shaffer 92]. It is clear that <strong>in</strong>novations can have a dramatic impact <strong>in</strong> lower<strong>in</strong>g <strong>the</strong> ef<strong>for</strong>t<br />

of build<strong>in</strong>g <strong>and</strong> ma<strong>in</strong>ta<strong>in</strong><strong>in</strong>g <strong>the</strong> public works <strong>in</strong>frastructure.<br />

However, <strong>the</strong> US is not tak<strong>in</strong>g good advantage of this potential benefit from<br />

<strong>in</strong>novations. Comparisons have been made <strong>in</strong> some areas of research spend<strong>in</strong>g, with<br />

research spend<strong>in</strong>g <strong>in</strong> o<strong>the</strong>r <strong>in</strong>dustrialized countries. Figures provided by <strong>the</strong> American Road<br />

<strong>and</strong> Transportation Builders Association (ARTBA) <strong>in</strong>dicated <strong>in</strong> 1989 a commitment of $2<br />

million <strong>in</strong> <strong>the</strong> US <strong>for</strong> research <strong>in</strong> <strong>in</strong>telligent vehicle <strong>and</strong> highway systems, compared to a<br />

$750 million <strong>in</strong>vestment <strong>in</strong> Europe <strong>and</strong> a $700 million <strong>in</strong> Japan [GAO 89]. In addition to<br />

this lack of <strong>in</strong>vestment, <strong>the</strong>re is a problem of transferr<strong>in</strong>g <strong>in</strong>novations <strong>in</strong>to practice. The<br />

rate of adoption of <strong>in</strong>novations <strong>in</strong> <strong>the</strong> US is very slow, with more than 20 years required <strong>in</strong><br />

many cases to reach most users.<br />

This report is composed of two ma<strong>in</strong> parts. Part 1 attempts to summarize <strong>the</strong><br />

challenges <strong>and</strong> opportunities <strong>for</strong> <strong>in</strong>novation <strong>in</strong> <strong>the</strong> public works <strong>in</strong>frastructure identified<br />

through a literature survey. This literature survey <strong>in</strong>cludes a review of recognized models<br />

of <strong>the</strong> process of generat<strong>in</strong>g <strong>and</strong> adopt<strong>in</strong>g <strong>in</strong>novations. It also addresses specific challenges<br />

<strong>and</strong> opportunities <strong>for</strong> <strong>in</strong>novation <strong>in</strong> <strong>the</strong> public works <strong>in</strong>frastructure, discussed <strong>in</strong> <strong>the</strong><br />

literature. F<strong>in</strong>ally, it provides some recommendations to overcome <strong>the</strong> challenges <strong>and</strong> make<br />

use of <strong>the</strong> opportunities.<br />

Part 2 consists of <strong>the</strong> proceed<strong>in</strong>gs of a workshop that was held on March 3-4, 1992<br />

at USA-CERL, to discuss <strong>the</strong> promotion of <strong>in</strong>novation <strong>in</strong> <strong>the</strong> public works <strong>in</strong>frastructure.<br />
