Yet <strong>the</strong>re have been notable successes <strong>in</strong> which local communities have been united <strong>and</strong> mobilized to<br />

come to grips with <strong>the</strong>ir <strong>in</strong>frastructure problems. Identify<strong>in</strong>g <strong>the</strong> common elements of <strong>the</strong>se successes will give<br />

<strong>in</strong>frastructure planners, adm<strong>in</strong>istrators, designers, builders, <strong>and</strong> operators better underst<strong>and</strong><strong>in</strong>g <strong>and</strong> guidance <strong>in</strong><br />

<strong>for</strong>mulat<strong>in</strong>g development <strong>and</strong> management strategies. This guidance will <strong>in</strong> turn enhance -at <strong>the</strong> national<br />

level--<strong>the</strong> per<strong>for</strong>mance <strong>and</strong> efficiency of our aggregate <strong>in</strong>vestments <strong>in</strong> <strong>in</strong>frastructure.<br />

Three colloquia are be<strong>in</strong>g held to def<strong>in</strong>, <strong>the</strong>se common elements of success, <strong>in</strong> Phoenix, Arizona,<br />

C<strong>in</strong>c<strong>in</strong>nati, Ohio, <strong>and</strong> Boston, Massachusetts. These three regions were selected from among a long list of<br />

proposals, based on eight pr<strong>in</strong>cipal criteria:<br />

"* Uses of <strong>in</strong>novative technology<br />

"* Transferability of technology<br />

"* Demonstrated overcom<strong>in</strong>g of barriers to use of new technology<br />

"* Demonstration of constituency build<strong>in</strong>g <strong>and</strong> community support<br />

"* Demonstration of effective citizen <strong>in</strong>volvement<br />

"* Effective improvement of exist<strong>in</strong>g <strong>in</strong>frastructure (vs. new-build)<br />

"* Demonstration of unique <strong>in</strong>stitutional approaches<br />

"* Effective application of life cycle cost/benefit analysis as a management tool, particularly <strong>in</strong> <strong>the</strong><br />

context of political decision-mak<strong>in</strong>g<br />

Each colloquium will serve as a reconnaissance or "fact f<strong>in</strong>d<strong>in</strong>g" workshop <strong>in</strong>volv<strong>in</strong>g local professionals<br />

familiar with how <strong>in</strong>frastructure issues were raised <strong>and</strong> resolved <strong>in</strong> <strong>the</strong>ir communities. Follow<strong>in</strong>g <strong>the</strong> third<br />

colloquium, scheduled <strong>for</strong> August, 1992, <strong>the</strong> BRB will prepare a report on <strong>the</strong> common lessons learned <strong>and</strong> how<br />

<strong>the</strong>se lessons may be more widely applied.<br />

Partial support <strong>for</strong> <strong>the</strong>se symposia has been received from <strong>the</strong> Office of <strong>the</strong> Assistant Secretary <strong>for</strong> Civil<br />

<strong>Works</strong>, Department of <strong>the</strong> Army, <strong>and</strong> <strong>the</strong> Program <strong>for</strong> Structures <strong>and</strong> Build<strong>in</strong>g Systems, National Science<br />

Foundation. Additional support is be<strong>in</strong>g solicited.<br />

NATIONAL INFRASTRUCTURE RESEARCH AGENDA<br />

A second element of <strong>the</strong> BRB's strategic program will be a study to def<strong>in</strong>e <strong>the</strong> state-of-<strong>the</strong>-art, basic<br />

research needs <strong>and</strong> priorities related to <strong>the</strong> structures, geomechanics, <strong>and</strong> build<strong>in</strong>g systems of <strong>in</strong>frastructure. This<br />

study is be<strong>in</strong>g undertaken by <strong>the</strong> BRB at <strong>the</strong> request of <strong>the</strong> National Science Foundation's Division of Mechanical<br />

<strong>and</strong> Structural Systems of <strong>the</strong> Directorate of Eng<strong>in</strong>eer<strong>in</strong>g, <strong>in</strong> cooperation with <strong>the</strong> NRC's Geotechnical Board.<br />

The result<strong>in</strong>g research agenda will present high-priority opportunities that may be used by <strong>the</strong> National Science<br />

Foundation <strong>and</strong> <strong>the</strong> research community to guide basic <strong>in</strong>frastructure core research, targeted ultimately to<br />

provide lessons of cross-cutt<strong>in</strong>g value <strong>for</strong> effective <strong>in</strong>frastructure development <strong>and</strong> management.<br />

The study will be focused on fundamental underp<strong>in</strong>n<strong>in</strong>gs of physical <strong>in</strong>frastructure technology, but will<br />

be shaped by <strong>the</strong> broad national policy debate reflected <strong>in</strong> such reports as those by <strong>the</strong> National Council on<br />

<strong>Public</strong> <strong>Works</strong> Improvement <strong>and</strong> o<strong>the</strong>rs, <strong>and</strong> work by committees of <strong>the</strong> NRC <strong>and</strong> National Academy of<br />

Eng<strong>in</strong>eer<strong>in</strong>g. The study will also build on o<strong>the</strong>r <strong>in</strong>frastructure research agenda-sett<strong>in</strong>g ef<strong>for</strong>ts, <strong>in</strong>clud<strong>in</strong>g work<br />

by <strong>the</strong> Build<strong>in</strong>g Research Board <strong>and</strong> <strong>the</strong> Geotechnical Board, <strong>and</strong> <strong>the</strong> recent work of o<strong>the</strong>r organizations such<br />

as <strong>the</strong> Civil Eng<strong>in</strong>eer<strong>in</strong>g Research Foundation's "National Civil Eng<strong>in</strong>eer<strong>in</strong>g Research Needs Forum" <strong>and</strong> <strong>the</strong><br />

International Society <strong>for</strong> Arboriculture's "National Research Agenda <strong>for</strong> Urban Forestry <strong>in</strong> <strong>the</strong> 1990s."<br />
