materials. But, is our <strong>Public</strong> <strong>Works</strong> Infrastructure challenge<br />

merely technical, or even largely technical?<br />

Several weeks ago, I participated <strong>in</strong> ano<strong>the</strong>r <strong>in</strong>frastructure<br />

workshop. Low quality, lack of <strong>in</strong>novation, <strong>and</strong> <strong>in</strong>adequate<br />

education were suggested as <strong>the</strong> fundamental problems <strong>in</strong> public<br />

works <strong>in</strong>frastructure. Are <strong>the</strong>y fundamental, or are <strong>the</strong>y merely<br />

symptoms of deeper problems such as risk, <strong>and</strong> lack of a<br />

coord<strong>in</strong>ated, focused public/private approach? What isn't clear is<br />

that <strong>in</strong>novative technical possibilities, brought about by focused<br />

R&D, will lead <strong>in</strong>evitably to an improved public works<br />

<strong>in</strong>frastructure. After all, much of <strong>the</strong> successful research<br />

conducted <strong>in</strong> <strong>the</strong> U.S., is implemented <strong>in</strong> o<strong>the</strong>r countries, or<br />

returns to <strong>the</strong> U.S. as a <strong>for</strong>eign product. Likewise, <strong>in</strong>novation<br />

appears to be far more successful <strong>in</strong> <strong>the</strong> "<strong>in</strong>dustrial" component of<br />

U.S. construction. We can add to this o<strong>the</strong>r factors, such as <strong>the</strong><br />

highly fragmented nature of both our public works <strong>in</strong>frastructure<br />

<strong>and</strong> our design/construction <strong>in</strong>dustry.<br />

Two days ago, I noticed what appears to be a strik<strong>in</strong>g analogy<br />

to our public works <strong>in</strong>frastructure challenge. In a Wash<strong>in</strong>gton Post<br />

article,' Zbigniew Brzez<strong>in</strong>ski discusses <strong>the</strong> collapse of Soviet<br />

Communism under <strong>the</strong> head<strong>in</strong>g, "The West Adrift: Vision <strong>in</strong> Search of<br />

a Strategy!" Let me excerpt some of his observations:<br />

The collapse of Soviet Communism calls <strong>for</strong> both a compell<strong>in</strong>g<br />

vision of <strong>the</strong> future <strong>and</strong> coolly def<strong>in</strong>ed strategic goals.<br />

A vision is not <strong>the</strong> same as policy. A policy must def<strong>in</strong>e<br />

strategic priorities that are atta<strong>in</strong>able even if short of <strong>the</strong><br />

wholly desirable.<br />

As it (now) is, Western policy <strong>in</strong>volves a mixture of:<br />

generalized hopes.., gnaw<strong>in</strong>g fears.., torrents of advice..,<br />

endless schemes <strong>for</strong> gr<strong>and</strong> solutions.., short term pell-mell<br />

aid.., <strong>and</strong>, little attention to <strong>the</strong> longer range structural<br />

re<strong>for</strong>ms...<br />

He goes on to say that <strong>the</strong> "result is a policy remarkably lack<strong>in</strong>g<br />

<strong>in</strong> strategic design <strong>and</strong> strategic coord<strong>in</strong>ation. It is not,<br />

however, contrary to <strong>the</strong> criticism that is often made - lack<strong>in</strong>g <strong>in</strong><br />

money or generosity."<br />

Are his observations relevant <strong>for</strong> public works <strong>in</strong>frastructure?<br />

If we substitute <strong>the</strong> term public works <strong>in</strong>frastructure <strong>for</strong> his<br />

subject "Collapse of Soviet Communism," are <strong>the</strong> observations still<br />

true?<br />
