ABSTRACT (Maximum 200 words) This report documents the results of an indepth study and workshop which could be applied to overcome barriers to innovation and the use of innovative technology within the nation's public works infrastructure. This is the third in a series of reports prepared to support the Federal Infrastructure Strategy Initiative, a 3-year program to explore the development of an integrated Federal infrastructure strategy. The program was initiated as one of the President's budget items for Fiscal Year (FY) 1991 and approved by Congress. The program is overseen by the U.S. Army Corps of Engineers (USACE) Directorate of Civil Works, and the Corps' Institute for Water Resources (IWR) has detailed management responsibility. 14.
