IN THE PUBLIC WORKS INFRASTRUCTURE:<br />

VOLUME II - WORKSHOP PROCEEDINGS<br />

INTRODUCTION<br />

This report is Volume II of a two-volume set. Volume I <strong>in</strong>cludes a survey of professional<br />

<strong>and</strong> technical literature on <strong>in</strong>novation, <strong>in</strong>frastructure, <strong>and</strong> technology transfer issues, <strong>and</strong><br />

summarizes <strong>the</strong> contributions of a group of experts to a national workshop on <strong>the</strong> topic. The<br />

current report, Volume 1I, comprises <strong>the</strong> proceed<strong>in</strong>gs of <strong>the</strong> workshop.<br />

That workshop, "<strong>Challenges</strong> <strong>and</strong> <strong>Opportunities</strong> <strong>for</strong> <strong>Innovation</strong> <strong>in</strong> <strong>the</strong> <strong>Public</strong> <strong>Works</strong><br />

Infrastructure," convened a group of nationally recognized experts to discuss barriers to<br />

<strong>in</strong>novation <strong>in</strong> <strong>the</strong> public works <strong>in</strong>frastructure, share <strong>in</strong>sights, <strong>and</strong> suggest ways <strong>in</strong>novation could<br />

be promoted to benefit <strong>the</strong> condition of <strong>the</strong> nation's public works <strong>in</strong>frastructure.<br />

The workshop was sponsored by <strong>the</strong> U.S. Army Corps of Eng<strong>in</strong>eers Federal Infrastructure<br />

Strategy Program. It was hosted by <strong>the</strong> U.S. Army Construction Eng<strong>in</strong>eer<strong>in</strong>g Research<br />

Laboratories, <strong>in</strong> Champaign, Ill<strong>in</strong>ois. The program <strong>in</strong>cluded sessions <strong>for</strong> presentation of papers<br />

<strong>and</strong> group discussions to develop recommendations <strong>for</strong> overcom<strong>in</strong>g barriers <strong>and</strong> tak<strong>in</strong>g advantage<br />

of opportunities to <strong>in</strong>novate <strong>in</strong> <strong>the</strong> public works <strong>in</strong>frastructure. Participants were strongly<br />

encouraged to make recommendations <strong>for</strong> enhanc<strong>in</strong>g <strong>the</strong> role of <strong>in</strong>novation.<br />

The program was organized <strong>in</strong>to three separate topic sections: (1) opportunities <strong>for</strong><br />

<strong>in</strong>novation, (2) barriers to <strong>in</strong>novation, <strong>and</strong> (3) enhanc<strong>in</strong>g technology transfer. For <strong>the</strong> group<br />

discussions, participants were divided <strong>in</strong>to three groups correspond<strong>in</strong>g to <strong>the</strong>se topics. At <strong>the</strong><br />

end of <strong>the</strong> workshop, <strong>the</strong>re was a plenary session <strong>for</strong> report<strong>in</strong>g on each group discussion. A<br />

chairman <strong>and</strong> a recorder were assigned to each discussion group <strong>and</strong> were responsible <strong>for</strong><br />

produc<strong>in</strong>g <strong>the</strong> f<strong>in</strong>al group discussion summary. Three group discussion agendas were sent to all<br />

participants to be used as a start<strong>in</strong>g po<strong>in</strong>t <strong>for</strong> <strong>the</strong>ir discussions.<br />

Contents of this volume <strong>in</strong>clude <strong>the</strong> follow<strong>in</strong>g: a reproduction of <strong>the</strong> workshop agenda, <strong>the</strong><br />

text of all <strong>the</strong> workshop papers, reports on <strong>the</strong> three workshop group discussions (as submitted<br />

by <strong>the</strong> recorders), summaries of <strong>the</strong> workshop presentations <strong>and</strong> group discussions, <strong>and</strong><br />

biographical sketches of all workshop participants.<br />
