F<strong>in</strong>ally, <strong>the</strong> substantial public works aspect of <strong>in</strong>frastructure collides with a distrust of government that<br />

is deeply imbedded <strong>in</strong> American ideology but especially active <strong>in</strong> <strong>the</strong> f<strong>in</strong>al decades of <strong>the</strong> 20th century. Major<br />

<strong>in</strong>frastructure projects that displace <strong>in</strong>dividuals <strong>and</strong> disrupt communities raise this distrust to a level much<br />

broader than <strong>the</strong> self-<strong>in</strong>terested resistance of <strong>the</strong> NIMBY response, fur<strong>the</strong>r discourag<strong>in</strong>g <strong>in</strong>vestment <strong>and</strong><br />

<strong>in</strong>novation.<br />

THE BRB'S STRATEGIC PROGRAM IN INFRASTRUCTURE<br />

Reflect<strong>in</strong>g past <strong>and</strong> current studies, <strong>the</strong> BRB concluded, first, that <strong>the</strong>re are <strong>in</strong>deed obstacles to<br />

<strong>in</strong>novation <strong>in</strong>herent <strong>in</strong> <strong>the</strong> technology of <strong>in</strong>frastructure. These obstacles cause <strong>in</strong>novation to lag beh<strong>in</strong>d that be<strong>in</strong>g<br />

experienced <strong>in</strong> o<strong>the</strong>r technological fields. Fur<strong>the</strong>r, <strong>the</strong>se obstacles may be no greater <strong>in</strong> <strong>the</strong> United States than<br />

elsewhere, but evidence suggests that U. S. ef<strong>for</strong>ts to search <strong>for</strong> <strong>and</strong> will<strong>in</strong>gness to <strong>in</strong>vest <strong>in</strong> new <strong>in</strong>frastructure<br />

technology lag beh<strong>in</strong>d those of o<strong>the</strong>r <strong>in</strong>dustrialized nations.<br />

To foster broader vision with<strong>in</strong> <strong>the</strong> nation's leadership regard<strong>in</strong>g <strong>the</strong> problems of <strong>in</strong>frastructure <strong>and</strong><br />

prospects <strong>for</strong> enhanc<strong>in</strong>g <strong>the</strong> system's contribution to future wellbe<strong>in</strong>g, <strong>the</strong> BRB has undertaken a program to<br />

encourage research, changes <strong>in</strong> government policy, education, <strong>and</strong> cooperative action by private <strong>and</strong> public<br />

decision-makers. The BRB program is founded on a premise that <strong>the</strong> traditional emphasis of research <strong>and</strong> policy<br />

<strong>in</strong>itiatives-addressed primarily to particular modes of <strong>in</strong>frastructure-should be l<strong>in</strong>ked with broad cross-cutt<strong>in</strong>g<br />

<strong>in</strong>itiatives that take an <strong>in</strong>tegrative <strong>and</strong> synoptic view of <strong>in</strong>frastructure as an organic system. These cross-cutt<strong>in</strong>g<br />

<strong>in</strong>itiatives should focus attention on a core of political concerns, <strong>in</strong>stitutional structures, <strong>and</strong> scientific <strong>and</strong><br />

technical knowledge common to all <strong>in</strong>frastructure:<br />

* Complex facilities <strong>and</strong> multiple users l<strong>in</strong>ked through geographically extensive networks<br />

* Common materials such as concrete, steel, <strong>and</strong> ceramics<br />

* Facilities <strong>and</strong> services valued not <strong>for</strong> <strong>the</strong>ir own sake, but ra<strong>the</strong>r as support <strong>for</strong> o<strong>the</strong>r social <strong>and</strong><br />

economic activities<br />

"* Long service lifetimes requir<strong>in</strong>g long-term f<strong>in</strong>ancial commitments to assure reliable <strong>and</strong> safe service<br />

"* Diverse <strong>and</strong> often un<strong>for</strong>eseen environmental <strong>and</strong> social impacts that are felt unequally by <strong>the</strong> various<br />

users <strong>and</strong> neighbors of <strong>in</strong>frastructure.<br />

Advances <strong>in</strong> <strong>the</strong>se cross-cutt<strong>in</strong>g core areas will ultimately provide broadly useful lessons <strong>for</strong> more<br />

effective <strong>in</strong>frastructure development <strong>and</strong> management. The pursuit of such cross-cutt<strong>in</strong>g concerns--<strong>and</strong> <strong>the</strong>ir<br />

effective <strong>in</strong>tegration <strong>in</strong>to national policy-is <strong>the</strong> central element of <strong>the</strong> BRB's strategic program <strong>in</strong> <strong>in</strong>frastructure.<br />

LOOKING AT LOCAL SOLUTIONS<br />

The <strong>in</strong>itiat<strong>in</strong>g activity under this program, approved by Executive Committee of <strong>the</strong> Govern<strong>in</strong>g Board<br />

of <strong>the</strong> National Research Council <strong>in</strong> December 1989, has been a series of colloquia designed to address topics<br />

of immediate <strong>in</strong>terest, substantial payoff <strong>in</strong> terms of motivat<strong>in</strong>g improvements <strong>in</strong> <strong>the</strong> nation's <strong>in</strong>frastructure, <strong>and</strong><br />

long term relevance. Recogniz<strong>in</strong>g that <strong>in</strong>frastructure problems have national strategic consequences but <strong>the</strong>ir<br />

character <strong>and</strong> solutions are essentially local, <strong>the</strong> BRB concluded that a major obstacle to effective national action<br />

<strong>in</strong> <strong>in</strong>frastructure is bridg<strong>in</strong>g <strong>the</strong> gap between national policy <strong>and</strong> diverse local <strong>and</strong> state-level concerns. Studies<br />

to date have largely neglected <strong>in</strong>frastructure's local users <strong>and</strong> neighbors, <strong>in</strong>clud<strong>in</strong>g those who may view particular<br />

<strong>in</strong>frastructures as a burden out of proportion to <strong>the</strong>ir local benefit. This neglect is manifest <strong>in</strong> <strong>the</strong> <strong>in</strong>creas<strong>in</strong>gly<br />

widespread NIMBY response to <strong>in</strong>frastructure projects, now sometimes be<strong>in</strong>g supplemented by NOTE (not over<br />

<strong>the</strong>re ei<strong>the</strong>r) <strong>and</strong> NIMTOO (not <strong>in</strong> my term of office)!<br />
