Dr. Walton has been <strong>in</strong>volved <strong>in</strong> research associated with truck sizes <strong>and</strong> weights, economic <strong>and</strong><br />

eng<strong>in</strong>eer<strong>in</strong>g implications of LCV's, <strong>in</strong>termodal operations, conta<strong>in</strong>erization <strong>and</strong> <strong>in</strong>stitutional issues<br />

impact<strong>in</strong>g productivity <strong>in</strong> domestic freight service <strong>and</strong> advanced technology (IVHS). He has served as<br />

policy consultant <strong>for</strong> <strong>the</strong> Heavy Vehicle Electronic License Plate (HELP/CRESCENT) project, an<br />

<strong>in</strong>ternational, multistate authority, <strong>and</strong> motor carrier <strong>in</strong>dustry ef<strong>for</strong>t to explore applications of new<br />

technology.<br />

Dr. Walton served as Chairman of <strong>the</strong> Transportation Research Board Committee on Motor Vehicle<br />

Size <strong>and</strong> Weights <strong>and</strong> <strong>the</strong> Committee of Relationships between Vehicle Configurations <strong>and</strong> Highway<br />

Design (Turner Proposal). He was a member of <strong>the</strong> National Academy of Sciences/Transportation<br />

Research Board Technical Review Panel <strong>for</strong> <strong>the</strong> National Truck Size <strong>and</strong> Weight Study, <strong>and</strong> <strong>the</strong> National<br />

Academy of Sciences Double-Trailer Truck Monitor<strong>in</strong>g Study m<strong>and</strong>ated by <strong>the</strong> Surface Transportation<br />

Assistance Act of 1982. Currently, he chairs <strong>the</strong> technical committee on Commercial Vehicle Operations<br />

<strong>in</strong> IVHS America.<br />

Dr. Walton serves as Past-Chairman of <strong>the</strong> Executive Committee of <strong>the</strong> Transportation Research<br />

Board. The American Society of Civil Eng<strong>in</strong>eers has recognized Dr. Walton as <strong>the</strong> recipient of both <strong>the</strong><br />

Harl<strong>and</strong> Bartholomew Award <strong>and</strong> <strong>the</strong> Frank M. Masters Transportation Eng<strong>in</strong>eer<strong>in</strong>g Award <strong>for</strong> his<br />

contributions to urban transportation plann<strong>in</strong>g <strong>and</strong> transportation eng<strong>in</strong>eer<strong>in</strong>g, respectively.<br />

In related activities he is a member of <strong>the</strong> Transportation Research Board, American Society of Civil<br />

Eng<strong>in</strong>eers, Institute of Transportation Eng<strong>in</strong>eers, Operations Research Society of America, Urban L<strong>and</strong><br />

Institute, National Society of Professional Eng<strong>in</strong>eers <strong>and</strong> IVHS America. He has published approximately<br />

240 journal articles <strong>and</strong> reports on transportation eng<strong>in</strong>eer<strong>in</strong>g, plann<strong>in</strong>g, policy, <strong>and</strong> economics <strong>and</strong><br />

presented over 250 <strong>in</strong>vited papers <strong>and</strong> lectures.<br />

Thomas D. White<br />

Thomas White is an Associate Professor of Civil Eng<strong>in</strong>eer<strong>in</strong>g at Purdue University, where he<br />

received his Ph.D. <strong>in</strong> 1981.<br />

Past work experience <strong>in</strong>cludes <strong>the</strong> position as Chief of <strong>the</strong> Materials Research Center (MRC), U.S.<br />

Army Waterways Experiment Station (USAWES). The MRC laboratory conducts research <strong>and</strong> pav<strong>in</strong>g<br />

materials evaluation <strong>for</strong> <strong>the</strong> U.S. Army Corps of Eng<strong>in</strong>eers, U.S. Air Force <strong>and</strong> Federal Aviation<br />

Adm<strong>in</strong>istration. Consultant support was provided to <strong>the</strong> Chief of Eng<strong>in</strong>eers <strong>in</strong> evaluat<strong>in</strong>g pavement<br />

failures <strong>and</strong> <strong>in</strong> pavement construction. Be<strong>for</strong>e jo<strong>in</strong><strong>in</strong>g <strong>the</strong> staff at Purdue, he was Chief of <strong>the</strong> Pavement<br />

Systems Division at USAWES <strong>and</strong> was responsible <strong>for</strong> conduct of research <strong>and</strong> <strong>in</strong>vestigational activities<br />

of a staff of between 50 <strong>and</strong> 60. Over half of <strong>the</strong>se were professionals <strong>in</strong>volved <strong>in</strong> studies <strong>in</strong> areas such<br />

as pavement management, analysis, materials, design, construction, evaluation, <strong>and</strong> ma<strong>in</strong>tenance <strong>in</strong>volv<strong>in</strong>g<br />

laboratory tests, field <strong>in</strong>vestigations, <strong>and</strong> analytical studies of pavements.<br />

Dr. White has conducted laboratory <strong>and</strong> field <strong>in</strong>vestigations of pavement materials, pavement test<br />

sections, <strong>and</strong> prototype pavements. He has participated <strong>in</strong> analysis of test sections <strong>and</strong> development of<br />

pavement design criteria. Currently he is <strong>the</strong> pr<strong>in</strong>ciple <strong>in</strong>vestigator on projects to develop an overlay<br />

design procedure <strong>for</strong> flexible <strong>and</strong> rigid pavements <strong>in</strong> Indiana <strong>and</strong> evaluation of nondestructive test<strong>in</strong>g<br />

equipment. He is also <strong>in</strong>volved <strong>in</strong> projects concerned with develop<strong>in</strong>g pavement ma<strong>in</strong>tenance <strong>and</strong><br />

management systems.<br />
