ADVANCING INNOVATION IN TRANSPORTATION THROUGH RESEARCH<br />

Perhaps at no o<strong>the</strong>r time <strong>in</strong> our history as a nation, <strong>and</strong> <strong>in</strong>dustry, or a<br />

profession, has <strong>the</strong> outlook been so bright <strong>for</strong> those <strong>in</strong>terested <strong>in</strong> advanc<strong>in</strong>g<br />

transportation technology <strong>and</strong> <strong>in</strong>novative practice. It is little short of amaz<strong>in</strong>g<br />

that <strong>the</strong>re is such a consensus <strong>and</strong> so little opposition to <strong>the</strong> large expenditures<br />

<strong>for</strong> research that are now be<strong>in</strong>g contemplated <strong>for</strong> materials, methods, IVHS,<br />

transit, <strong>and</strong> various University research programs <strong>in</strong> transportation.<br />

To put this phenomenon <strong>in</strong> perspective we should consider <strong>the</strong> factors<br />

<strong>in</strong>fluenc<strong>in</strong>g <strong>the</strong> chang<strong>in</strong>g U. S. transportation environment:<br />

"* Regulatory Re<strong>for</strong>m<br />

"* Federal Budget Deficit<br />

"* Globalization of <strong>the</strong> Market Place<br />

"* Chang<strong>in</strong>g roles of Federal/State/Local Government<br />

"* Environmental Concerns<br />

"* Tort Liability <strong>and</strong> Insurance costs<br />

"* Dem<strong>and</strong> <strong>for</strong> Efficiency <strong>and</strong> Productivity<br />

"* Private Sector Involvement<br />

These factors helped to focus on <strong>the</strong> identification of critical issues<br />

confront<strong>in</strong>g <strong>the</strong> transportation environment. These critical issues are:<br />

"* Economic Competitiveness & Productivity<br />

"* Congestion<br />

"* New Investment<br />

"* Ma<strong>in</strong>tenance<br />

"* Environmental Protection<br />

* Energy<br />

* Intergovernmental <strong>and</strong> <strong>Public</strong>-Private cooperation<br />

* Safety<br />

* Human Resources<br />

From this list of critical issues a number of projects <strong>and</strong> programs have<br />

been structured to assist <strong>in</strong> evolv<strong>in</strong>g an effective agenda <strong>for</strong> <strong>the</strong> Transportation<br />

Research Board <strong>and</strong> <strong>the</strong> Transportation Community.<br />

In our euphoria over this <strong>in</strong>creased <strong>in</strong>terest, we must beg<strong>in</strong> to consider<br />

that our <strong>in</strong>creased visibility will also <strong>in</strong>crease <strong>the</strong> need <strong>for</strong> produc<strong>in</strong>g results<br />

<strong>and</strong> <strong>in</strong>sur<strong>in</strong>g that <strong>the</strong> various research <strong>in</strong>itiatives are properly coord<strong>in</strong>ated. One<br />

of <strong>the</strong> reasons that research is currently favored, is because of <strong>the</strong> strong<br />

impression that <strong>the</strong> strategic highway research program (SHRP) activity has been<br />

successfully organized, managed, <strong>and</strong> carried out, without significant questions<br />

about its objectivity <strong>and</strong> fairness to all concerned.<br />
