The GFRC has assisted o<strong>the</strong>r federal agencies <strong>in</strong> <strong>in</strong>frastructure-related activities,<br />

particularly as a nationally recognized leader <strong>in</strong> <strong>the</strong> determ<strong>in</strong>ation of municipal f<strong>in</strong>ancial<br />

capability <strong>for</strong> sewer <strong>and</strong> water system compliance with <strong>the</strong> CleanoWater Act. The F<strong>in</strong>ancial<br />

Capability Guidebook, authored by <strong>the</strong> GFRC became <strong>the</strong> U.S. Environmental Protection<br />

Agency's (EPA) "bible" <strong>for</strong> determ<strong>in</strong><strong>in</strong>g municipal f<strong>in</strong>ancial capability. From <strong>the</strong> guidebook,<br />

<strong>the</strong> GFRC developed a microcomputer software template, FINCAP, enabl<strong>in</strong>g communities to<br />

determ<strong>in</strong>e <strong>the</strong>ir own f<strong>in</strong>ancial capability.<br />

Transportation <strong>and</strong> environmental <strong>in</strong>frastructure f<strong>in</strong>anc<strong>in</strong>g have also been GFRC<br />

specialties. Contracts analyz<strong>in</strong>g transportation system f<strong>in</strong>anc<strong>in</strong>g <strong>for</strong> regional government's<br />

highway f<strong>in</strong>anc<strong>in</strong>g options have been undertaken <strong>for</strong> <strong>the</strong> U.S. Department of Transportation. In<br />

<strong>the</strong> area of solid waste services, GFRC ef<strong>for</strong>ts have <strong>in</strong>cluded <strong>the</strong> establishment of a tipp<strong>in</strong>g fee<br />

structure <strong>for</strong> Portl<strong>and</strong> Oregon, research on solid waste taxes <strong>for</strong> Baltimore County, Maryl<strong>and</strong>,<br />

<strong>and</strong> development of complex computer models <strong>for</strong> solid waste system f<strong>in</strong>anc<strong>in</strong>g <strong>for</strong> a private<br />

consult<strong>in</strong>g group<br />

GFRC has also exam<strong>in</strong>ed <strong>the</strong> fiscal impacts of growth, <strong>in</strong>clud<strong>in</strong>g <strong>the</strong> provision of new<br />

<strong>in</strong>frastructure facilities <strong>and</strong> structures. Its work has led to a microcomputer software package,<br />

<strong>the</strong> Total Impact Management Model, which allows governments to determ<strong>in</strong>e <strong>the</strong> impacts of<br />

specific developments <strong>and</strong> development scenarios on <strong>the</strong>ir operat<strong>in</strong>g budgets <strong>and</strong> on capital<br />

requirements rang<strong>in</strong>g from governmental build<strong>in</strong>gs <strong>and</strong> roads to schools <strong>and</strong> l<strong>and</strong>fills.<br />

Serv<strong>in</strong>g as a h<strong>and</strong>s-on f<strong>in</strong>ancial advisor to <strong>in</strong>dividual local governments, <strong>the</strong> GFRC has<br />

assisted with <strong>the</strong> debt issuance process, provid<strong>in</strong>g advice on f<strong>in</strong>ancial markets <strong>and</strong> f<strong>in</strong>anc<strong>in</strong>g<br />

techniques. The f<strong>in</strong>anc<strong>in</strong>gs have <strong>in</strong>cluded projects have <strong>in</strong>cluded waste-to-energy plants; court<br />

build<strong>in</strong>gs; jails; schools; water <strong>and</strong> sewer system plant provision, expansion <strong>and</strong> upgrade;<br />

libraries; adm<strong>in</strong>istrative complexes; l<strong>and</strong>fills; <strong>and</strong> roads. This has <strong>in</strong>cluded such <strong>in</strong>novative<br />

approaches as privately owned toll roads.<br />

What is <strong>Public</strong> Infrastructure <strong>and</strong> Who is Responsible <strong>for</strong> Its Provision?<br />

There have been many studies on <strong>in</strong>frastructure <strong>and</strong> as many attempts to def<strong>in</strong>e it.<br />

While various categories of facilities appear on some but not o<strong>the</strong>r lists of "public<br />

<strong>in</strong>frastructure," <strong>the</strong>re is a central core of categories that appears to be commonly accepted:<br />

transportation (highways, mass transit, bridges, railways, waterways <strong>and</strong> airports) <strong>and</strong><br />
