Federal Infrastructure Strategy Reports<br />

This is <strong>the</strong> third <strong>in</strong> a series of <strong>in</strong>terim reports prepared to support <strong>the</strong> Federal Infrastructure<br />

Strategy Initiative, a 3-year program to explore <strong>the</strong> development of an <strong>in</strong>tegrated multi-agency Federal<br />

<strong>in</strong>frastructure strategy.<br />

The Federal Infrastructure Strategy is a dynamic program <strong>in</strong>volv<strong>in</strong>g many Government<br />

departments <strong>and</strong> agencies. The series of reports which chronicle <strong>the</strong> strategy's development reflect <strong>the</strong><br />

desire to publish <strong>in</strong>terim documentation as results become available. Theses documents will be used<br />

to facilitate <strong>the</strong> dialogue with<strong>in</strong> <strong>the</strong> Federal <strong>and</strong> non-Federal <strong>in</strong>frastructure communities as policy<br />

deliberations cont<strong>in</strong>ue.<br />

The program will culm<strong>in</strong>ate with a f<strong>in</strong>al report to be published at <strong>the</strong> end of 1993. The <strong>in</strong>terim<br />

documentation conta<strong>in</strong>ed here<strong>in</strong> is not <strong>in</strong>tended to <strong>for</strong>eclose or preclude <strong>the</strong> program's f<strong>in</strong>al<br />

conclusions <strong>and</strong> recommendations. With<strong>in</strong> this context, comments are welcome on any of <strong>the</strong>se<br />

reports.<br />

This report documents <strong>the</strong> results of an <strong>in</strong>-depth study <strong>and</strong> workshop which developed<br />

methods which could be applied to overcome barriers to <strong>in</strong>novation <strong>and</strong> <strong>the</strong> use of <strong>in</strong>novative<br />

technology with<strong>in</strong> <strong>the</strong> nation's public works <strong>in</strong>frastructure.<br />

The first report published as part of <strong>the</strong> Federal Infrastructure Strategy Program was:<br />
