A national catalyst must not be a bureaucracy, but must rely on exist<strong>in</strong>g systems to <strong>the</strong> greatest<br />

extent possible. It must also be emphasized that a national catalyst should focus on empower<strong>in</strong>g o<strong>the</strong>rs,<br />

<strong>and</strong> not assume a directive posture.<br />

A national catalyst should assume a leadership role through <strong>the</strong> follow<strong>in</strong>g activities <strong>and</strong><br />

responsibilities.<br />

Facilitate partner<strong>in</strong>g - act as a "matchmaker" with Federal, academia, <strong>in</strong>dustry, <strong>and</strong> o<strong>the</strong>r reievant<br />

entities.<br />

Be an honest broker <strong>for</strong> <strong>in</strong>frastructure-related action; be <strong>in</strong>strumental <strong>in</strong> identify<strong>in</strong>g needs <strong>and</strong><br />

priorities, broker opportunities <strong>and</strong> actions, <strong>and</strong> assign leadership roles.<br />

Lead by example <strong>in</strong> validat<strong>in</strong>g <strong>and</strong> demonstrat<strong>in</strong>g technologies through Federal agencies. Facilitate<br />

"learn<strong>in</strong>g-by-do<strong>in</strong>g" by Federal agencies. Dissem<strong>in</strong>ate both successful <strong>and</strong> unsuccessful experiences.<br />

Facilitate technology transfer by dissem<strong>in</strong>at<strong>in</strong>g <strong>in</strong><strong>for</strong>mation <strong>and</strong> establish<strong>in</strong>g tra<strong>in</strong><strong>in</strong>g requirements<br />

<strong>and</strong> services. Identify resource allocation, plann<strong>in</strong>g, <strong>and</strong> action strategies.<br />

Diversify resources <strong>in</strong> <strong>the</strong> Federal Government's technology transfer processes <strong>and</strong> activities.<br />

Exp<strong>and</strong> <strong>the</strong> Army Corps of Eng<strong>in</strong>eers' Construction Productivity Advancement Research (CPAR)<br />

program to o<strong>the</strong>r Federal agencies. Exp<strong>and</strong> <strong>the</strong> Government's partner<strong>in</strong>g <strong>and</strong> customer niches to<br />

o<strong>the</strong>rs who are not currently <strong>in</strong>volved <strong>in</strong> technology transfer. New partner<strong>in</strong>g approaches may<br />

<strong>in</strong>clude <strong>in</strong>dustry <strong>and</strong> regulatory participation, as well as o<strong>the</strong>r <strong>for</strong>ms of academic participation.<br />
