esponsibility <strong>for</strong> this activity with<strong>in</strong> any s<strong>in</strong>gle currently active federal body, <strong>and</strong> <strong>the</strong> specific <strong>for</strong>m should be<br />

crafted to assure <strong>the</strong> <strong>in</strong>stitutional l<strong>in</strong>kages needed <strong>for</strong> research results to enter practice quickly <strong>and</strong> effectively.<br />

The greatest proportion of work on <strong>in</strong>frastructure research <strong>and</strong> policy concerns issues specific to one<br />

or ano<strong>the</strong>r of <strong>the</strong> modes of <strong>in</strong>frastructure, but perhaps ten to twenty percent of concerns span modes <strong>and</strong> warrant<br />

this focused <strong>in</strong>terest. A research-fund<strong>in</strong>g agency, such as <strong>the</strong> National Science Foundation, could undertake to<br />

establish one or more "Centers of Excellence" <strong>in</strong> <strong>in</strong>frastructure technology <strong>and</strong> modal agencies such as <strong>the</strong><br />

Department of Transportation, <strong>the</strong> U. S. Army Corps of Eng<strong>in</strong>eers, <strong>the</strong> Environmental Protection Agency, <strong>and</strong><br />

o<strong>the</strong>rs could be directed to channel some portion of <strong>the</strong>ir research spend<strong>in</strong>g---perhaps one to two percent<br />

<strong>in</strong>itially-<strong>in</strong>to topics of cross-cutt<strong>in</strong>g significance, <strong>for</strong> which university <strong>and</strong> agency researchers would compete.<br />

The loose confederation of university transportation centers, some of which competed successfully <strong>for</strong><br />

fund<strong>in</strong>g under <strong>the</strong> Department of Transportation's Congressionally m<strong>and</strong>ated system of ten designated "centers<br />

of excellence" (grown to fifteen under <strong>the</strong> new 1991 transportation legislation), is possibly a target model of an<br />

effective system of university-based <strong>in</strong>frastructure research <strong>and</strong> tra<strong>in</strong><strong>in</strong>g, <strong>and</strong> might provide <strong>the</strong> seed organization<br />

from which a broader <strong>in</strong>frastructure research program could be grown.<br />

Supplement<strong>in</strong>g this government-sponsored, <strong>the</strong>re should be tax credits or o<strong>the</strong>r federal <strong>in</strong>centive to<br />

private sector participation <strong>in</strong> <strong>in</strong>frastructure research <strong>and</strong> development activities. The benefits of this broader<br />

participation would be felt not only with<strong>in</strong> <strong>the</strong> U. S. <strong>in</strong>frastructure system, but also <strong>in</strong> <strong>the</strong> export potential of new<br />

U. S. <strong>in</strong>frastructure products <strong>and</strong> services <strong>and</strong> <strong>in</strong> <strong>the</strong> generally enhanced productivity of a nation better-served<br />

by <strong>in</strong>frastructure.<br />

The core of this <strong>in</strong>centive might be preferential tax treatments <strong>for</strong> private expenditures on <strong>in</strong>frastructure<br />

research <strong>and</strong> development, public-private partnerships <strong>for</strong> new technology demonstration programs, <strong>and</strong> privately<br />

f<strong>in</strong>anced programs of <strong>in</strong>surance <strong>and</strong> o<strong>the</strong>r mechanisms <strong>for</strong> shar<strong>in</strong>g <strong>the</strong> unavoidable risks of new technology.<br />

However, <strong>for</strong>mation of a national <strong>in</strong>frastructure development bank, modeled perhaps on operations of <strong>the</strong> World<br />

Bank, would establish a "lender of last resort" <strong>for</strong> demonstration projects that appear to offer high economic<br />

returns but with <strong>in</strong>stitutional challenges that exceed what private f<strong>in</strong>ancial markets are will<strong>in</strong>g to accept. Capital<br />

<strong>for</strong> this bank could be raised <strong>in</strong>itially by small commitments from exist<strong>in</strong>g federal <strong>in</strong>frastructure trust fundsperhaps<br />

two to five percent of current highway, airport <strong>and</strong> <strong>in</strong>terstate energy transmission funds--<strong>and</strong> private<br />

market underwrit<strong>in</strong>gs. In addition, all state <strong>and</strong> local jurisdictions hop<strong>in</strong>g to participate <strong>in</strong> projects funded by<br />

this bank would be required to commit some fraction of <strong>the</strong>ir property tax <strong>and</strong> <strong>in</strong>frastructure use tax revenues<br />

(e.g., licens<strong>in</strong>g fees <strong>and</strong> sewer rates)-aga<strong>in</strong>, perhaps two to five percent---to <strong>the</strong> <strong>in</strong>stitution's capitalization.<br />

CONCLUSION<br />

As with any technological field, <strong>in</strong>novation <strong>in</strong> <strong>in</strong>frastructure faces many challenges but offers<br />

opportunities as well. The challenges <strong>in</strong> <strong>in</strong>frastructure may, <strong>for</strong> many reasons, be greater than <strong>in</strong> o<strong>the</strong>r fields,<br />

<strong>and</strong> <strong>the</strong> f<strong>in</strong>d<strong>in</strong>g ways to encourage <strong>in</strong>novation has been especially difficult. The BRB is work<strong>in</strong>g to build<br />

underst<strong>and</strong><strong>in</strong>g of whe<strong>the</strong>r actions can <strong>and</strong> should be taken to meet <strong>the</strong>se challenges <strong>and</strong>, <strong>in</strong> particular, what role<br />

national policy <strong>and</strong> <strong>the</strong> federal government can play <strong>in</strong> this very locally oriented field.<br />

Baseball star Yogi Berra is said to have op<strong>in</strong>ed "No matter where you go, <strong>the</strong>re you are." In discussions<br />

of <strong>in</strong>frastructure <strong>in</strong>novation, we are still at <strong>the</strong> stage of determ<strong>in</strong><strong>in</strong>g where we are, <strong>and</strong> where we want to go. The<br />

BRB is work<strong>in</strong>g to help us f<strong>in</strong>d <strong>the</strong> way.<br />
