After address<strong>in</strong>g <strong>the</strong>se <strong>in</strong>itial matters, <strong>the</strong> group cont<strong>in</strong>ued its discussions of <strong>in</strong>novation <strong>in</strong> <strong>the</strong><br />

public works <strong>in</strong>frastructure. These discussions were diverse <strong>and</strong> search<strong>in</strong>g, but can be roughly grouped<br />

under <strong>the</strong> follow<strong>in</strong>g issues:<br />

How to achieve acceptance <strong>and</strong> implementation of <strong>in</strong>novation<br />

The need <strong>for</strong> help with document<strong>in</strong>g <strong>the</strong> current status was recognized (i.e., how providers of<br />

PWIS can improve <strong>the</strong> accuracy of <strong>the</strong> documentation of current cost, per<strong>for</strong>mance, etc.). Fur<strong>the</strong>r help<br />

is needed to evaluate <strong>and</strong> estimate <strong>the</strong> benefits <strong>and</strong> per<strong>for</strong>mance of <strong>in</strong>novation. Even if help can be<br />

provided, <strong>the</strong> question still rema<strong>in</strong>s: "By whom will <strong>the</strong> risk be taken?"<br />

Assumption of <strong>the</strong> risk of <strong>in</strong>novation<br />

Risk is <strong>in</strong>herent <strong>in</strong> <strong>the</strong> implementation of <strong>in</strong>novation. Current legal <strong>and</strong> professional liability<br />

provides strong dis<strong>in</strong>centives to designers to try <strong>in</strong>novation, <strong>and</strong> most political decisionmakers, it was felt,<br />

would ra<strong>the</strong>r avoid PWIS <strong>in</strong>vestments that have a high potential benefit, but could be unsuccessful. The<br />

solution was seen as an assumption of <strong>the</strong> risk of <strong>in</strong>novation at Federal, State, <strong>and</strong> local government levels,<br />

<strong>and</strong> <strong>the</strong> follow<strong>in</strong>g proposals were made:<br />

1. Research. Some group members suggested that a central research <strong>in</strong>stitution - similar<br />

to a R<strong>and</strong> Institute - is needed to conduct high-potential research considered too risky,<br />

expensive, or broad to be per<strong>for</strong>med through <strong>the</strong> exist<strong>in</strong>g research channels. It was po<strong>in</strong>ted<br />

out that most o<strong>the</strong>r developed countries have such central <strong>in</strong>stitutions (at least <strong>for</strong><br />

construction <strong>in</strong> general). Many of <strong>the</strong> most developed countries are develop<strong>in</strong>g programs<br />

to actively market <strong>and</strong> commercialize <strong>the</strong> research products from such laboratories,<br />

<strong>the</strong>reby recover<strong>in</strong>g some of <strong>the</strong> government fund<strong>in</strong>g risked on <strong>in</strong>novative research.<br />

2. PWIS Bank. This bank would fund PWIS projects considered too risky to attract<br />

fund<strong>in</strong>g through normal channels. The fund<strong>in</strong>g would be derived from an <strong>in</strong>itial Federal<br />

grant, <strong>and</strong> supported by contributions by State <strong>and</strong> local governments. Simultaneously,<br />

a program should be created to provide <strong>in</strong>centives <strong>for</strong> <strong>the</strong> implementation of <strong>in</strong>novation<br />

<strong>in</strong> a fraction of PWIS projects.<br />

3. Risk Assumption. In small or unsophisticated communities with limited resources,<br />

risk-tak<strong>in</strong>g can be promoted through <strong>the</strong> availability of fund<strong>in</strong>g, as <strong>the</strong> World Bank is<br />

en<strong>for</strong>c<strong>in</strong>g <strong>in</strong>ternational st<strong>and</strong>ards <strong>in</strong> Third World countries.<br />

Lessons from <strong>the</strong> transportation <strong>in</strong>dustry<br />

The group considered transportation, among <strong>the</strong> PWIS <strong>in</strong>dustries, as <strong>the</strong> best model of <strong>in</strong>novation<br />

implementation. It was stated that transportation is unique <strong>in</strong> <strong>the</strong> fund<strong>in</strong>g it derives from <strong>the</strong> taxation of<br />

gasol<strong>in</strong>e <strong>and</strong> o<strong>the</strong>r fuel products, <strong>and</strong> that o<strong>the</strong>r PWIS components do not have such lucrative sources of<br />

fund<strong>in</strong>g.<br />

The Intelligent Vehicle Project was cited as an example of a successful <strong>in</strong>novation project, but it<br />

was emphasized that this project was not "sold" on <strong>the</strong> basis of transportation, but ra<strong>the</strong>r excit<strong>in</strong>g<br />

technology. While this is an example of risk assumption at various levels of government, it clearly<br />

demonstrates <strong>the</strong> importance of careful plann<strong>in</strong>g of <strong>the</strong> presentation <strong>and</strong> approach of <strong>in</strong>novation. The<br />

lesson is that a clear constituency should be identified <strong>and</strong> carefully nurtured. The message of <strong>in</strong>novation<br />

should be communicated <strong>in</strong> "an excit<strong>in</strong>g, gr<strong>and</strong> way," <strong>and</strong> <strong>the</strong> process of partnership build<strong>in</strong>g should be<br />

emphasized throughout.<br />
