F<strong>in</strong>ancial Sources - - The Intergovernmental Dimension<br />

Throughout <strong>the</strong> 1960s, 1970s <strong>and</strong> <strong>the</strong> early 1980s, <strong>in</strong>frastructure f<strong>in</strong>anc<strong>in</strong>g had a strong<br />

federal component 4 . Dur<strong>in</strong>g <strong>the</strong> last decade, however, that federal f<strong>in</strong>anc<strong>in</strong>g role has<br />

dim<strong>in</strong>ished concurrent with a rise <strong>in</strong> federal m<strong>and</strong>ates <strong>for</strong> <strong>in</strong>frastructure facilities. As shown<br />

<strong>in</strong> Table 1, State <strong>and</strong> Local Fixed Capital Formation, <strong>the</strong> nonfederal role <strong>in</strong> f<strong>in</strong>anc<strong>in</strong>g<br />

<strong>in</strong>frastructure has <strong>in</strong>creased dramatically dur<strong>in</strong>g this period <strong>and</strong> has shaped <strong>the</strong> state <strong>and</strong> local<br />

government quest <strong>for</strong> alternative f<strong>in</strong>anc<strong>in</strong>g methods, which will be discussed later <strong>in</strong> this<br />

presentation. The outlook <strong>for</strong> <strong>the</strong> future <strong>in</strong>dicates that some <strong>in</strong>creases <strong>in</strong> <strong>the</strong> federal role may<br />

occur, even as state <strong>and</strong> local government fund<strong>in</strong>g sources become <strong>in</strong>creas<strong>in</strong>gly constra<strong>in</strong>ed.<br />

The recent history of federal fund<strong>in</strong>g <strong>for</strong> <strong>in</strong>frastructure can be viewed along three<br />

cont<strong>in</strong>u<strong>in</strong>g <strong>the</strong>mes:<br />

* a steep decl<strong>in</strong>e <strong>in</strong> federal grants <strong>and</strong> subsidies,<br />

* an <strong>in</strong>creas<strong>in</strong>g reliance on federally backed or federally seeded loan programs,<br />

<strong>and</strong><br />

steep <strong>in</strong>creases <strong>in</strong> federal m<strong>and</strong>ates.<br />

The demise of <strong>the</strong> federal General Revenue Shar<strong>in</strong>g Program, cutbacks <strong>for</strong> <strong>the</strong> Urban<br />

Mass Transit Adm<strong>in</strong>istration (now <strong>the</strong> Federal Transit Adm<strong>in</strong>istration) <strong>and</strong> Community<br />

Development Block Grant programs, <strong>the</strong> elim<strong>in</strong>ation of <strong>the</strong> EPA construction grants program,<br />

<strong>and</strong> <strong>the</strong> f<strong>in</strong>anc<strong>in</strong>g source restrictions on <strong>the</strong> Army Corps of Eng<strong>in</strong>eers water management <strong>and</strong><br />

supply projects have all limited federal <strong>in</strong>volvement <strong>in</strong> <strong>the</strong> provision of <strong>in</strong>frastructure. Budget<br />

constra<strong>in</strong>ts have also limited <strong>the</strong> federal government's will<strong>in</strong>gness to use monies accumulated<br />

<strong>in</strong> <strong>the</strong> Highway <strong>and</strong> Airport Trust Funds.<br />

Through its State Revolv<strong>in</strong>g Fund (SRF) program, established <strong>in</strong> <strong>the</strong> Water Quality Act<br />

of 1987, <strong>the</strong> federal government has encouraged <strong>the</strong> use of state loan programs to replace <strong>the</strong> EPA<br />

Construction Grants Program. Us<strong>in</strong>g federal grants <strong>for</strong> <strong>in</strong>itial capitalization, <strong>the</strong>se loan<br />

programs have become an important, though limited, source of local fund<strong>in</strong>g <strong>for</strong> wastewater<br />

treatment facilities. Expansion of <strong>the</strong> revolv<strong>in</strong>g loan fund concept to aid <strong>in</strong> f<strong>in</strong>anc<strong>in</strong>g o<strong>the</strong>r<br />

<strong>in</strong>frastructure facilities is under discussion. The concept has already been applied <strong>in</strong> <strong>the</strong> State<br />

Flexibility Program conta<strong>in</strong>ed <strong>in</strong> <strong>the</strong> recent Intermodal Surface Transportation Efficiency Act<br />
