For example, ECOMOG and the Nimba Redemption Council (NRC) had discussed plans to<br />

launch a second front against the NPFL in early 1993. 365 Upon deployment, the NRC’s spokesman<br />

issued a statement announcing the <strong>for</strong>mation of the NRC and calling <strong>for</strong> support <strong>for</strong> ECOMOG’s<br />

deployment. 366 To his surprise, however, ECOMOG <strong>for</strong>ces were not deployed alongside the NRC<br />

combatants as planned:<br />

It turned out that the ECOMOG soldiers were not in place. It turned out<br />

that Nigeria had borne too heavy of burden, and we found [this out] after<br />

the fact that Nigeria had borne a heavy burden <strong>for</strong> the ECOMOG ef<strong>for</strong>t<br />

in Liberia. And in order <strong>for</strong> them to deploy the troops, they would have<br />

to move a lot of conventional weapons, tanks, artillery from Conakry to<br />

Sinkor, which is I believe is about six or seven hundred miles and the road<br />

was largely unpaved…So, they made a decision against it, that they were not<br />

prepared to commit those resources…I got to find out from the ECOMOG<br />

commander…that they didn’t attempt to deploy anymore…they are taking<br />

the option off the table. And at that point I was really furious and a lot of<br />

us were furious because this was not what we signed onto. What we signed<br />

onto was to see that the peacekeepers would be deployed <strong>with</strong> our help to<br />

minimize the resistance from the Taylor fighters. 367<br />

As a result, Taylor had <strong>for</strong>ewarning of the<br />

attack, which enabled him to engage in<br />

combat and kill eight of the NRC fighters<br />

while they waited <strong>for</strong> the arrival of their<br />

ECOMOG allies. 368<br />

In 1994, division <strong>with</strong>in the NPFL arose,<br />

leading Tom Woewiyu, Sam Dokie, and<br />

Lavelli Supuwood to <strong>for</strong>m the NPFL-<br />

Central Revolutionary Council. 369 By 1995,<br />

there were seven different fighting factions,<br />

including the NPFL, NPFL-CRC, LDF,<br />

ULIMO-K, ULIMO-J, AFL, and LPC.<br />

<strong>The</strong> exclusion of the newer, non-signatory factions from the Akosombo negotiations remained<br />

contentious. 370 Thus, the factions convened to sign two more agreements on December 21, 1994. 371<br />

<strong>The</strong> Accra Agreement enabled, inter alia, accession to the Akosombo Agreement, a ceasefire to begin<br />

midnight of December 28, 1994, and the establishment of a new Council of State composed of five
