Chapter Fourteen. Recommendations Submitted to the<br />

Truth & Reconciliation Commission of Liberia<br />

<strong>The</strong> <strong>Advocates</strong> <strong>for</strong> <strong>Human</strong> <strong>Rights</strong> presents these recommendations to the Truth and Reconciliation<br />

Commission (TRC) of Liberia. As discussed in Chapter 2, it is difficult to prioritize recommendations<br />

in this context. <strong>The</strong> <strong>Advocates</strong> heard many pressing needs and competing demands from statement<br />

givers, public hearings witnesses, interviewees, and other Liberian community members throughout<br />

the course of its work. In heeding their requests, <strong>The</strong> <strong>Advocates</strong> has identified what it considers<br />

priority recommendations <strong>for</strong> implementation and set them <strong>for</strong>th in Chapter 2. This chapter contains<br />

the full list of recommendations made by <strong>The</strong> <strong>Advocates</strong>, in response to the TRC’s request to provide<br />

the full scope of international human rights standards.<br />

Many recommendations can and should be implemented immediately. Others will take time and<br />

the investment of substantial resources. <strong>The</strong> recommendations reflect the urgent need to address<br />

the immediate physical and mental health problems of victims and other vulnerable populations.<br />

<strong>The</strong> organization of this section, however, is not intended to convey the priority or importance of<br />

any particular recommendations. Rather, we seek to coherently present the recommendations—<br />

all of which are integral to recognizing the needs of Liberians and promoting “peace, justice, and<br />

reconciliation.” 1<br />
