perpetrators;<br />

D. Recommendations concerning societal, legal and political factors contributing to the<br />

nation’s vulnerability to human rights abuses;<br />

E. Recommendations <strong>for</strong> traditional, societal, legal or political initiatives to contribute to<br />

reconciliation, help victims of human rights abuses and assist in the building of a strong,<br />

stable and peaceful nation;<br />

F. Recommendations concerning possible reparations <strong>for</strong> victims;<br />

G. Other issues that may be requested by TRC or initiated by Minnesota <strong>Advocates</strong>.<br />

15. Timeline <strong>The</strong> ability of Minnesota <strong>Advocates</strong> to adhere to any particular timeline will<br />

depend in part on factors beyond its control, such as the availability of volunteered resources<br />

and the ability of the LTRC to meet its own schedule and provide requested in<strong>for</strong>mation<br />

and feedback. It is currently contemplated that Minnesota <strong>Advocates</strong> will train its volunteer<br />

statement takers through the fall of 2006, and will conduct a pilot program during that season,<br />

in which a limited number of statements will be taken by members of the Pro Bono Advisory<br />

Committee <strong>for</strong> purposes of trying out contemplated procedures.<br />

It is expected that the full scale statement-taking program will begin in January of 2007, and<br />

will continue through the end of June, 2007. It is expected that a first draft of the Project<br />

Report will be provided <strong>for</strong> comment to the TRC by October 31, 2007, and that the final<br />

Report will be submitted to the TRC, along <strong>with</strong> the statement data base, thereafter. All of<br />

these deadlines are aspirational and subject to revision as necessary. Minnesota <strong>Advocates</strong> will<br />

continue to communicate regularly <strong>with</strong> TRC concerning its progress in accomplishing its<br />

tasks and its expectations <strong>for</strong> meeting the deadlines.<br />

WHEREFORE, this Memorandum of Understanding is entered into effective this 17th day of<br />
