1. Background to the TRC<br />

2. Designation <strong>The</strong> TRC Designates Minnesota <strong>Advocates</strong> as the representative institution to<br />

represent the interest of the TRC in working and coordinating <strong>with</strong> Liberians and Liberian<br />

community organizations in the implementation of the TRC programs in the USA, beginning<br />

in the State of Minnesota.<br />

3. Contractual <strong>Rights</strong> This Memorandum is not intended to create contractual rights in any<br />

party, <strong>with</strong> the sole exception of the mutual releases and indemnities set <strong>for</strong>th herein, which are<br />

contractual. This Memorandum simply documents the mutual understandings and intentions<br />

of the parties so that a consistent approach to the issues and challenges of this project are<br />

adopted as it proceeds.<br />

4. Scope of Minnesota <strong>Advocates</strong> Work Minnesota <strong>Advocates</strong> is responsible <strong>for</strong> the overall<br />

supervision and direction of the programmatic, administrative and operational implementation<br />

of the project; will work <strong>with</strong> the National Advisory Committee and Local/State or<br />

Community Advisory Committees, in the overall design and implementation of the project;<br />

recruit volunteer and other staff as and when necessary; solicit funding, whether jointly or<br />

separately <strong>with</strong> the TRC <strong>for</strong> the implementation of the project or other TRC programs; and<br />

work <strong>with</strong> local Liberian community organizations, groups, professionals and individuals to<br />

ensure the maximum feasible participation of Liberians in the project.<br />

Minnesota <strong>Advocates</strong> is dependent <strong>for</strong> its funding and operations on donations and volunteers.<br />

Its ability to per<strong>for</strong>m in this matter is dependent on, among other things, the scale of the<br />

operation and the amount of donated and volunteer resources that prove to be available.<br />

5. <strong>The</strong> Project Subject of this memorandum, the Project involves sensitization, education,<br />

mobilization and participation of Liberians in the work of the TRC, in the following areas of<br />

the USA, namely New England, Minnesota, Staten Island & New York, DC and Maryland,<br />
