• In fulfillment of its duty to monitor the situation of returnees in their country of origin, 169<br />

the U.N. High Commissioner <strong>for</strong> Refugees should engage in monitoring of Liberia Refugee<br />

Repatriation and Resettlement Commission activities <strong>with</strong> relation to returnees, focusing<br />

specifically on ensuring non-discrimination and protection of vulnerable groups in the<br />

repatriation and reintegration process.<br />

• In recognition of the right of refugees to return to their country in safety and in dignity, the<br />

U.N. High Commissioner <strong>for</strong> Refugees, the Government of Liberia, and the international<br />

community should support expansion of services <strong>for</strong> returning refugees to include mental<br />

health screening, service-provider referral in<strong>for</strong>mation, security in<strong>for</strong>mation, employment<br />

referral, etc.<br />

• <strong>The</strong> Government of Liberia, Liberian civil society, and the international community should<br />

promote establishment of a legal aid regime <strong>for</strong> returning refugees to adjudicate property<br />

claims.<br />

• <strong>The</strong> Government of Liberia, Liberian civil society, and the international community should<br />

promote identification of international law and human rights violations against refugees in<br />

their host country, either while in residence or during the process of resettlement, so as to<br />

facilitate non-repetition in future sub-regional refugee crises and to effectively advance the<br />

humane application of refugee policy in the West African sub-region.<br />

• Because of the protracted nature of the Liberian conflict, many refugees have buried deceased<br />

family members in their host countries. Host governments, the U.N. High Commissioner<br />

<strong>for</strong> Refugees, and the Government of Liberia should engage in a consultation <strong>with</strong> refugee<br />

families to ensure that repatriated refugees maintain access to the gravesites of family<br />

members and that the graves remain protected and undisturbed.<br />
