• <strong>The</strong> Government of Liberia should undertake a national consultative process on diaspora<br />

involvement in the future of Liberia <strong>with</strong> the goal of developing a national policy and<br />

structure, such as an office of diaspora affairs, <strong>for</strong> consulting, mobilizing, and partnering<br />

<strong>with</strong> the Liberian diaspora.<br />

• <strong>The</strong> Government of Liberia should undertake a comprehensive review of Liberia’s citizenship<br />

regime, in consideration of international human rights standards and a specific focus on the<br />

availability of dual citizenship. (See also Recommendations on Non-discrimination)<br />

• <strong>The</strong> Government of Liberia, the TRC, and the Independent National <strong>Human</strong> <strong>Rights</strong><br />

Commission should maintain ongoing consultation <strong>with</strong> and integration of the Liberian<br />

diaspora in transitional justice mechanisms in Liberia, including a review of the TRC’s<br />

diaspora integration strategy to determine lessons learned and possibilities <strong>for</strong> application of<br />

the model in other contexts.<br />

Potential Implementation Strategy: Low-cost Money Transfers<br />

Given the critical role that remittances play in the Liberian economy, the Government of Liberia may<br />

wish to work <strong>with</strong> international partners to facilitate official low cost money transfer schemes to enable<br />

the sending of remittances in the sub-region and internationally. One model is the system used by the<br />

Banque de l’Habitat du Senegal to transfer remittances from France to Senegal. 479<br />
