• <strong>The</strong> Government of Liberia and the Independent National Commission on <strong>Human</strong> <strong>Rights</strong><br />

should request that regional bodies such as the Economic Community of West African States<br />

and the African Commission on <strong>Human</strong> and Peoples’ <strong>Rights</strong> assist <strong>with</strong> monitoring the<br />

effective implementation of TRC recommendations.<br />

• As the TRC ceases operations, the Government of Liberia and the Independent National<br />

Commission on <strong>Human</strong> <strong>Rights</strong> should ensure that a specific plan <strong>for</strong> archiving TRC<br />

records and <strong>for</strong> ensuring their availability to the public, as well as their confidentiality when<br />

appropriate, is in place. 415<br />

Recommendations to Civil Society Organizations<br />

• Civil society organizations should play an active role in monitoring and advocacy related to<br />

implementation of the TRC recommendations.<br />

• Civil society organizations should partner <strong>with</strong> the Independent National Commission on<br />

<strong>Human</strong> <strong>Rights</strong> to ensure that individuals who participated in the TRC process continue to<br />

receive support and continue to be engaged <strong>with</strong> implementation of TRC recommendations<br />

that they participated in crafting.<br />

• In particular, civil society should be actively involved in advocacy, documentation, and<br />

planning of vetting and other personnel re<strong>for</strong>m processes <strong>for</strong> public employees given the dire<br />

need <strong>for</strong> these re<strong>for</strong>ms and given the difficulty of self-re<strong>for</strong>m in this context. 416<br />

Potential Implementation Strategy: Monitoring Implementation of the TRC Recommendations<br />

Following the model in Sierra Leone (see http://www.slcmp.org/drwebsite/index.shtml), civil society<br />

organizations in Liberia may wish to establish a coalition of groups to monitor TRC implementation<br />

of TRC recommendations, the Independent National Commission on <strong>Human</strong> <strong>Rights</strong>, as well as any<br />

prosecutorial processes that are established. A first step in this regard might be establishment of a<br />

Non-governmental Sectoral & <strong>The</strong>matic Coordination Network relative to TRC implementation under<br />

the auspices of the Ministry of Planning and Economic Affairs (see http://www.emansion.gov.lr/doc/<br />

NGOPolicguidelines.pdf).<br />

• Civil society and international organizations in Liberia should carry out their activities in<br />

compliance <strong>with</strong> Liberia’s National Policy on Non-governmental Organizations 417 and<br />

in consideration of the International Non-Governmental Organisations Accountability<br />

Charter, 418 specifically:<br />

o Compliance <strong>with</strong> accreditation and reporting procedures, as well as the laws of<br />

Liberia;<br />

o Transparency, non-discrimination, and respect <strong>for</strong> human rights at all levels of<br />

organizational activity;<br />

o Formulation of projects should be guided by national development priorities;<br />

o Projects should be designed and implemented in collaboration <strong>with</strong> target<br />

beneficiaries.<br />
