• <strong>The</strong> Government of Liberia should adopt measures<br />

to prevent the destruction of records, furnish copies<br />

of documentation in its possession upon request by a<br />

claimant, and seek to collect relevant in<strong>for</strong>mation from<br />

refugees and displaced persons. 155 <strong>The</strong> government<br />

should adopt measures to ensure legal security of tenure<br />

following any decision regarding rights to housing,<br />

land, and/or property. 156<br />

Satisfaction & Commemoration<br />

Remembering the victims of the conflict and memorializing<br />

the suffering of the Liberian people was described by many<br />

statement givers as an important part of the national healing<br />

process. International standards provide little guidance in this<br />

regard, as the process of remembering is specific to each nation,<br />

culture, community, and individual. Statement givers provided<br />

some important suggestions in this regard.<br />

• <strong>The</strong> Government of Liberia should collaborate <strong>with</strong><br />

the TRC to designate a specific body to work nationally,<br />

at the community level, and <strong>with</strong> the diaspora to solicit recommendations <strong>for</strong> memorials to<br />

victims of the Liberian civil crises.<br />

• <strong>The</strong> process of developing memorials and commemoration programs should be inclusive,<br />

transparent, and participatory.<br />

• As expressed by statement givers, memorials to specific groups such as youth, women, and<br />

other vulnerable populations should be considered.<br />

• Public apologies and acceptance of responsibility from those who were involved in commission<br />

of human rights and humanitarian violations should be actively encouraged.<br />

• Some statement givers expressed their perception of an Americo-Liberian bias in the<br />

national holidays and names of public streets, institutions, holidays, and other locations. <strong>The</strong><br />

government should consider creating new national holidays and renaming these locations,<br />

institutions, and holidays to dispel notions of bias and honor Liberia’s diversity.<br />

monitoring and assessing its<br />

policies regarding access to<br />

land, the Government of Liberia<br />

will need to develop evaluation<br />

indicators. <strong>The</strong> FAO has outlined<br />

examples of indicators to assess<br />

implementation of land policies:<br />

- Land legislation<br />

- Adjudication procedures <strong>for</strong> land<br />

claims and disputes<br />

- Existing land administration<br />

systems<br />

- Housing strategies<br />

- Evictions procedures<br />

- Administration of state-owned<br />

land<br />

- Administration of private<br />
