Form <strong>with</strong> variations approved by the TRC when deemed appropriate to the uniqueness of<br />

the project. Project statements will be taken from individuals currently residing in the United<br />

States.<br />

At the beginning of a statement session, the statement takers will read to statement givers a<br />

disclosure to be agreed upon between the TRC and Minnesota <strong>Advocates</strong>. It will in<strong>for</strong>m the<br />

statement givers that the statement takers are not acting as their lawyers or representatives; that<br />

the giving of statements is entirely voluntary and must be truthful and will be confidential to<br />

the limits of US laws when applicable; statements may be given anonymously, but anonymous<br />

statements will be treated separately in the data base and if statement givers are anonymous,<br />

identifying in<strong>for</strong>mation as to alleged perpetrators will be regarded <strong>with</strong> lesser probity unless<br />

supported by other leads.<br />

9. Confidentiality <strong>The</strong> TRC will share <strong>with</strong> Minnesota <strong>Advocates</strong> any provisions it may put<br />

in place in Liberia to preserve confidentiality as to all or part of the statements taken there.<br />

Minnesota <strong>Advocates</strong> will, to the extent possible, adopt confidentiality procedures consistent<br />

<strong>with</strong> those of the TRC and applicable under US laws. Statement takers will record the names<br />

and other identifying in<strong>for</strong>mation of statement givers and such in<strong>for</strong>mation will be maintained<br />

in the Project data base. It will be maintained in such a way that names and addresses may be<br />

readily redacted <strong>for</strong> purposes of distributing statements <strong>with</strong>out such identifying in<strong>for</strong>mation.<br />

However, all in<strong>for</strong>mation will be made accessible to the TRC which will be fully responsible<br />

<strong>for</strong> decisions and actions as to use of data.<br />

As part of the project, statement takers and all staff connected to/<strong>with</strong> the project are under<br />

obligations of confidentiality not to disclose the identities or contents of statements to<br />

persons or institutions not connected or privy to the project unless otherwise required by<br />

law. Minnesota <strong>Advocates</strong> will make reasonable ef<strong>for</strong>ts to preserve and defend confidentiality<br />
