many municipalities across South Africa face. The Durban Metropolitan Municipal area is no<br />

exception to this trend.<br />

Financial resources are not always adequate to meet service delivery needs. It is therefore<br />

imperative to ensure prioritization <strong>of</strong> services and the introduction <strong>of</strong> mechanisms and<br />

systems to allocate funds appropriately. The widespread non-payment for services<br />

exacerbates the financial situation. The Municipality also pays approximately R1.2 billion in<br />

loans that were arranged at an exorbitant interest rate (Potgieter, 200 I). The Social<br />

Development Division in the Tshwane Metropolitan Municipality makes use <strong>of</strong> various<br />

partnerships with the private sector to address this issue <strong>of</strong> limited resources, for example, the<br />

partnerships with the Ford Motor Company and BMW Motor Company for their Aids<br />

awareness and care projects. The Tshwane Social Development Division also has<br />

partnerships with the National Health Department and the National Department <strong>of</strong> Arts and<br />

Culture from whom they get subsidies (Potgieter, 200I).<br />

This study acknowledges the importance <strong>of</strong> the successful partnerships that the Tshwane<br />

Metropolitan Municipality enjoys with relevant stakeholders and seeks to draw from their best<br />

practices for improved development <strong>of</strong> Ulundi. The research further considers the<br />

involvement <strong>of</strong> the private sector <strong>of</strong> Tshwane as worth emulating in the gro\';th and<br />

development <strong>of</strong>Ulundi [www.uovs.ac.za/facultieslcontent.php?id. (2008)].<br />

The one recumng problem cited by the senior personnel at the Tshwane Metropolitan<br />

Municipality has been the 'red tape' and 'bureaucracy'. It is established that it takes<br />

approximately two months to obtain approval/resolution from the Municipality on any given<br />

Issue. Research conducted by the KPMG on the electricity division <strong>of</strong> the Tshwane<br />

Metropolitan Municipality revealed that a procurement committee must approve any<br />

expenditure exceeding R120000 (Potgieter, 200 I).<br />

Alternative service delivery options In operation In Tshwane Metropolitan Municipality<br />
