7.5 RECOMMENDATIONS<br />

This section <strong>of</strong> the research provides an overvIew <strong>of</strong> the recommendations this study<br />

proposes. These recommendations are based on the findings and conclusions <strong>of</strong>the study on<br />

the situational and LED in Ulundi. Ulundi represents the sustainable development dichotomy<br />

between developed urban and developing rural worlds. Eco!lomic upliftment is the key to<br />

sustainable development in South Africa. Without LED, the goal <strong>of</strong>sustainable development<br />

<strong>of</strong> local communities will never be achieved. It is critical that the Ulundi Local Municipality<br />

in collaboration with <strong>Zululand</strong> District Municipality (ZDM) and the relevant stakeholders<br />

develops and exploits its first world economic assets <strong>of</strong> tourism to the fullest within the<br />

carrying capacity <strong>of</strong>its natural resource base to the development and growth <strong>of</strong>the study area.<br />

It is important to acknowledge that the recommended strategies also embrace the untapped<br />

agricultural resources as well as their associated industrial possibilities in the study area.<br />

7.5.1. The implementation <strong>of</strong>the proposed municipal development model<br />

The challenge to put to use the available landscape and cultural attributes in the Ulundi Local<br />

Municipality is not peculiar to the latter. The proposed model serves as a basic guide to<br />

municipalities and municipal management should they wish to explore strategic alternatives<br />

and options for fullest utilization <strong>of</strong> the existing implicit potentials. The study adapted an<br />

environment-based strategic option and is more specific on market penetration, market<br />

development and market related diversification. This model ought to be implemented bearing<br />

in mind the SWOT analysis <strong>of</strong> Ulundi as explained in section 7.3 above. The strategic<br />

management processes outlined in the model ought to be followed in an emergent manner to<br />

ensure full utilization <strong>of</strong>tourism and agricultural resources in the growth and development 0 f<br />

Ulundi. Given the market penetration approach in the development <strong>of</strong> tourism in Ulundi as<br />

proposed by t'le model, the untapped synergy between the latter and agriculture would be<br />

realised. As part <strong>of</strong>the model, this study further recommends a market development strategy<br />

in agriculture to complement tourism penetration in the development <strong>of</strong> Ulundi. These<br />

approaches ought to be managed strategically to diversifY the economy <strong>of</strong>Ulundi.<br />
