and credit control policy in the 2007 Financial Year. This tool is necessary to allow for the<br />

recovery <strong>of</strong>charges and fees levied against consumers.<br />

The failure by the affluent members <strong>of</strong>the community to pay for services is further impacting<br />

negatively on the council's ability to implement free basic services and indigent relief in the<br />

short term to the poorest sector <strong>of</strong> the community (Sibiya, Per. Comm., Thursday, 08-02­<br />

2007c).<br />

In addition to the above analysis on infrastructural provIsions <strong>of</strong> decision-makers, the<br />

respondents were asked to reveal their perceptions on the adequacy <strong>of</strong> infrastructural facilities<br />

in the study area. Accordingly, Table 6.31 shows the scale <strong>of</strong> adequacy <strong>of</strong> infrastructural<br />

facilities (e.g., roads, water, storm water and sanitation).<br />

The infrastructural facilities are meant to ensure the sustainability <strong>of</strong> local economic<br />

development initiatives in Ulundi. Most respondents 69% described the state <strong>of</strong><br />

infrastructural facilities as poor, 15% saw it as good. However, less than I % showed them as<br />

excellent. It is interesting to note that 13% decided not to comment since they had little<br />

insight into the state <strong>of</strong>infrastructural facilities.<br />

The development priority areas under infrastructural provIsion In the Ulundi Local<br />

Municipality include roads and storm water, water, sanitation, electricity and waste<br />

management. The technical services department (ULM) indicated that it is tasked with the<br />

key performance indicators and performance target to achieve the set development objectives<br />

<strong>of</strong> facilitating the upgrade and maintenance <strong>of</strong> roads and electricity, and implementing the<br />
