The study further attempted to describe the scale <strong>of</strong> adequacy <strong>of</strong> infrastructural facilities in<br />

ensuring sustainability. Most respondents (over two-thirds) described the state <strong>of</strong><br />

infrastructural facilities as poor, close to fifteen percent expressed it as good. However, less<br />

than one percent described them as excellent. Approximately two in five did not comment<br />

since they had little insight into the state <strong>of</strong>infrastructural facilities.<br />

The development priority areas under infrastructural provisic,n to the council include roads<br />

and storm water, water, sanitation, electricity and waste management. The technical services<br />

department (ULM) indicated that it was tasked with the key performance indicators and<br />

performance target to achieve the set development objectives <strong>of</strong> facilitating the upgrade and<br />

maintenance <strong>of</strong> roads, and electricity, and to implement the sanitation master plan for<br />

environmentally appropriate sanitation levels. Currently, backlogs <strong>of</strong> potholes on the road<br />

and inconsistency in water supply at certain times need mention.<br />

As far as the level <strong>of</strong> pr<strong>of</strong>iciency <strong>of</strong> information technology on productivity is concerned,<br />

about over two-thirds <strong>of</strong> responses indicated a poor level <strong>of</strong> pr<strong>of</strong>iciency <strong>of</strong> information<br />

technology on productivity. Approximately fifteen percent knew little or nothing about the<br />

subject under discussion. About one in five household heads felt that the standard was good.<br />

Only twelve percent affirmed that performance targets existed in the Municipality to monitor<br />

and manage productivity and service delivery. Over two-thirds felt that performance targets<br />

to monitor and manage productivity and service delivery did not exist in the municipality.<br />

Meanwhile, about two in five respondents did not know much about the existence <strong>of</strong> the<br />

performance targets in the study area. Most responses obtained (over two-thirds) indicated<br />

poor performance management system (PMS). About nine percent and three percent<br />

respondents saw the performance management system as good and very good respectively.<br />

Meanwhile close to two in five respondents were ignorant about the subject matter under<br />

scrutiny.<br />

The council submitted its 2004/2005 IDP to the MEC <strong>of</strong> the Department <strong>of</strong> Traditional and<br />

Local Government Affairs (DTLGA) in accordance with chapter 5 <strong>of</strong> the Municipal<br />
